Leadership Through Effective HR Management
The Challenge Of Change

The HR in the NHS Plan confirms the importance of HR Management as a key issue for all Leaders in today’s NHS. The NHS Plan promises radical improvements in health care delivery, transforming a health service created in 1948 into an organisation delivering modernised services fit for the 21st Century. To succeed, the NHS Plan will require unremitting focus and capable and confident leadership.

With a clear emphasis on delivering services faster and with improved quality, staff will need to adopt new ways of working, which cut across long-established professional and organisational boundaries. Leaders will need to display unequivocal confidence in their actions and make decisions born of a deep understanding of how clinical and supporting services should be delivered. They will need to inspire others to deliver to a standard of excellence and build on their diverse strengths to create organisational capability for the future.

To rise to the challenge, we need to embed a consistently high level of managerial skill in every NHS entity. We have overwhelming support for the establishment of a new HRM development initiative to help us to achieve this, to equip our professionals with leading edge people management skills, so that they can play a full and effective part in the leadership of the Service.

The ‘Leadership through effective HR Management’ programme will prepare both HR professionals and other leaders as experts in the management and development of people, but equally importantly as full members of the team charged with building capability and delivering change in our healthcare organisations.

The programme will be delivered by a consortium of world-class organisations, supported by the very best leaders and opinion shapers from the Department of Health and the NHS. The modules will provide study on key health service issues and leading edge HRM practices. Service improvement projects ensure transference of best practice into the workplace, supported by learning sets to promote improvements in patient care within local health communities. The approach is designed to provide leading edge and evidence-based practice in HRM, grounded in the delivery of healthcare, and drawing on UK, European and US / global examples.

In the following pages we present you with a world-class programme carefully designed to prepare you for the challenge, along with details of the application and selection process.

Who are the partners and what do they bring?

PricewaterhouseCoopers – PwC is the largest professional service organisation in the world with more than 150,000 people operating in 155 countries, including over 7,000 HR consultants. This provides you with access to a global knowledge network of HR professionals, which enhances advice and learning. PwC’s own International Healthcare practice is the biggest healthcare consulting practice in the world, working with governments and private companies to improve the quality of healthcare delivery on a global basis.

Manchester Federal School – The Manchester Federal School of Business and Management is the largest centre of business and management education and research in Europe. It is a unique collaboration between centres of excellence drawn from within both UMIST and the University of Manchester.

UMIST’s Manchester School of Management (MSM) is one of the leading management schools in the UK, in both size and quality. Its international reputation covers research and teaching across the whole spread of management education in close collaboration with industry, reflected in its 5A rating for research.

Manchester Business School (MBS) is the Business Administration Faculty of the University of Manchester. It was founded in 1965 and is an international centre of excellence in postgraduate and executive programmes, research and consultancy. Its MBA programme is consistently rated in the top three for the UK and the top ten for Europe. MBS now incorporates the Manchester Centre for Healthcare Management (MCHM) which is a leading centre of academic excellence in management education. It specialises in postgraduate teaching, R & D and personal and organisational development in public services. It is committed to the dissemination of good practice in the NHS and other agencies.

Harvard University – Harvard University will be the providers of the US elective offered as part of this programme. The Harvard School of Public Health has no equal in its ability to reflect the range and scope of the public health enterprise. The programme draws on elements of their Masters in Healthcare Management, as well as providing access to some of the leading academics working in the field of contemporary healthcare management. They have actively participated in the design of our programme.

Erasmus University – The Rotterdam School of Management, part of the distinguished Erasmus University, will lead the important European elective of the programme. The Rotterdam School of Management will provide sessions on the programme to reflect the importance of understanding European thinking on the contemporary delivery of healthcare, and on European perspectives on HR Management. The involvement of the Rotterdam School of Management secures the services of leading European management and business thinkers and links them into the keynote speaker platform.

EBC – EBC are the designers and providers of the e-learning solution to support this programme. They are market leaders in online delivery, and their client list includes DaimlerChrysler, PricewaterhouseCoopers and TXU Europe.

An overview of the programme

The Accelerated and Advanced Streams – There are two streams to the programme, and the stream you choose to apply for will depend upon your current role and your development needs. The accelerated stream is designed for those individuals who aspire to the role of Director, and the advanced stream is designed for those individuals currently at Director level, and those aspiring to the role of Chief Executive. As part of the application process, you will be required to self-assess against a series of capabilities, which have been defined as core to the programme. Completing your self-assessment will help you to identify where you feel you are, in terms of development requirements, and also which stream will be the most suitable for you. In addition, you will be required to obtain feedback against the capabilities from two other individuals within your organisation to support your application.

Both the accelerated and advanced streams will attend the residential modules of the programme as one group. The difference between the streams is reflected in the groupings of the learning sets. Our experience shows that participants benefit from the mix of experience at the residential modules but have benefited more from the learning sets when grouped with those with a similar level of experience.

Programme Funding – We are delighted to announce that we are funding the core residential modules for all participants. In addition we will be funding the international electives and the Aspiring Chief Executive programme for those individuals who would benefit from these options. Only the academic accreditation to Diploma or Masters level (see following section), and expenses will require funding from you or your local sponsoring organisation.

The programme design

Residential Modules – The building blocks of the programme are the six 3-day residential modules held at Manchester Business School. Each residential module has been designed to be highly stimulating, topical and personally challenging. The residential modules combine keynote speakers, who are renowned experts in their chosen field, with group work and structured sessions on the best models, approaches, methodologies, and skills appropriate to produce desired improvements in the health service. These residential modules will cover the following broad areas:

Module 1 – Introduction and context to the programme
Module 2 – Today’s healthcare agenda and the NHS response
Module 3 – Building skills to manage: leadership and change
Module 4 – Improving the patient experience: making it happen through people
Module 5 – Improving the patient experience: making it happen through organisations
Module 6 – Assessment of personal and organisational development: lessons learned and focus for the future

Service Improvement Projects – Following each of the residential modules you will be asked to pursue a service improvement project relevant to the subject matter presented and apply the concepts to a ‘live’ issue within your own healthcare organisation and local health community. During the programme you may wish to pursue a number of service improvement projects covering a range of issues. You may, however, prefer to undertake a single more significant change management project using the programme and its resources to help you deliver more wide-ranging changes within your local health community. These projects play a key role in providing a direct link between the programme and the Service, and an academic tutor will supervise each project.

Learning Sets – Learning sets provide a focal point for your personal and professional development as well as supporting you in your service improvement projects. You will be grouped into a learning set based on your geographical location and the programme stream you applied for. The learning sets will be run following each of the residential modules and will usually be 2-days in duration, one day supported by a PwC consultant and focused on your personal and professional development, the second day supported by an academic tutor and focused on your service improvement projects.

E-learning Facility ‘www.hrmdev.com’ – No programme of this calibre would be complete without an e-learning facility. You will be provided with electronic access to learning materials at any time from your own workplace, and the ability to network with colleagues on-line.

Evaluation – Evaluation is key to assessing the value of the programme to you and the Service. Evaluation will help to assess the link between your development and the local Service needs by ensuring the experience from the programme is being built into future operations and thereby continuous improvement.

International Modules – In addition to the core residential modules you will also have the option to complete additional modules in European and US best practice. We have enlisted the support of two prestigious academic institutions to design and run these international electives. Erasmus University will provide a European perspective on HRM and health care management, and Harvard will provide input on these issues from a US perspective.

Academic Accreditation – We are very pleased to be able to offer you the opportunity to be awarded a Diploma or MSc, by completing a dissertation. Your dissertation will be focused on an identified and costed Service benefit. Support to complete it will be given from an individual tutor.

Aspiring Chief Executive Programme – We are offering this extremely important module to those of you aspiring to Chief Executive or another more senior role, to help you recognise the role that senior executives will play in managing the health of the NHS, through the effective leadership of your organisation. A key element of this module will be for you to make the transition from viewing issues from the perspective of a Director, to seeing the NHS through the eyes of successful Chief Executives.

Support Network – It is vital that you feel supported throughout the programme. This is particularly important where you are feeling under pressure and/or questioning whether you can complete the programme. A programme support network built up of PwC consultants, academic tutors and your colleagues will be here to provide you with that support, helping you with your on-going development and commitment. The support network also creates connectivity between the programme and the Service.

Continuous Learning – Continuous personal and professional learning is an essential part of the programme, and to facilitate this you will be encouraged to keep a learning log. This will mean taking responsibility for your own development and ensuring that each healthcare organisation can identify the local benefits of the programme.

The application form will require you to rate yourself against capabilities that have been defined for the programme. These have taken into account other models and frameworks in existence in the NHS and elsewhere.

As part of your application you are also required to write a business case for how you will use the programme to help deliver a particular service improvement in your organisation. For this you will need to identify a key sponsor who will support your application, and who will be asked to assess you against the capabilities.
