Issue 4: 25 February to 2 March 2000 Through Chief Executive Bulletin we have been attempting to manage and reduce the volume of mail sent to you personally. The Department of Health is now reviewing all its communications with NHS and Social Services audiences which will mean some changes not only in what we send you but how we send it. From now on the main changes are: - the number of circulars (HSCs, LACs, LASSLs) will be greatly reduced and used only for urgent and high priority messages. You will be notified of publication of these on the internet directly by e-mail*;
*In the short term we will continue to send hard copy versions to those without access to e-mail but we intend to move quickly to electronic systems. If you have an e-mail address but have only received a paper copy of this bulletin, send an e-mail to: email-addresses@doh.gsi.gov.uk to be added to the electronic distribution list. The Chief Executive Bulletin is sent to NHS and Council Chief Executives and Directors of Social Services. This marks the beginning of a change towards electronic format becoming the principle form of communication. As we make changes over the coming weeks we hope it will not only reduce the amount of material we send out but that it will improve your and your colleagues' access to information when you want it. It also provides a framework for the remuneration of Chief Executives and other senior managers who support the work of PCGs or PCTs. These allowances or guidance on remuneration apply from 1 April 2000. This circular and the attached document replaces HSC 1998/190. Before then PCTs which have been established should make payments to PCT non-executives and Executive Committee members on the basis of the principles embodied in this framework. From 1 April 2000 some payments to GMS GPs on PCGs and PCTs will be pensionable. Action - should bring this Circular and attached guidance to the attention of their staff and relevant members - are expected to encourage relevant staff to participate in PCGs and PCTs and to facilitate such involvement.
NHS interestOUTCOMES FOR THE END OF YEAR 1 OF THE PRE-REGISTRATION NURSE EDUCATION PROGRAMME This letter advises that the recently published UKCC outcomes for the end of the first year of the pre-registration nursing programme are endorsed by the NHS Executive as helping to meet its commitment to greater consistency in the knowledge and skills that students have at the end of their first year of training. It also seeks views on the development of outcomes for years 2 and 3. Advance Letter (MD) 1/00 This letter authorises changes with effect from 1 April 2000 in the national pay and conditions of service of hospital medical and dental staff and doctors in public health medicine and the community health service. The revised national rates and charges in the replacement pages attached to this Advance Letter replace those notified in AL (MD) 1/99 and will take effect from 1 April 2000. Advance Letter (MD)2/00 This letter supersedes AL (MD) 2/99 and sets out the revised rates payable for items of service set out in the Supplement to the Terms and Conditions of Service for Doctors in Public Health Medicine and the Community Health Service. The new rates come into effect from 1 July 2000 and are attached to this letter in the form of replacement pages which should be incorporated in the Public Health and Community Health Services Handbook. MISC (2000)13: GUIDANCE ON GOOD CLINICAL PRACTICE AND CLINICAL TRIALS IN THE NHS Summary The NHS has responsibilities for the clinical research it conducts or hosts. This guidance is concerned with management of clinical trials; further guidance on the governance of research in general will be issued at a later date. The MRC guidelines are available at its website at http://www.mrc.ac.uk/Clinical_trials/ctg.html DEVELOPMENT OF PRIMARY CARE GROUPS I am writing to thank you for the help and support you have already provided in taking forward our aim of modernising the NHS, to deliver better services to patients. I am also writing to explain, further to my letter of 18 May last year, how Health Authorities should now be fostering and supporting the development of their local Primary Care Groups. Year 2000 - Realising the Benefits Summary I wrote to you in January about the 'Year 2000 Date Change' and made reference to realising the benefits from the work done in successfully preparing for the millennium date change. The Year 2000 Team has produced a document 'Year 2000: Realising the Benefits', which is now posted on the NHSnet web site at http://nww.imc.exec.nhs.uk/2000/. This document gives examples of the benefits from Year 2000 work, suggests ways in which they can be achieved and shows how this can contribute to Controls Assurance. Social Services InterestCI (2000)3: REVIEW OF SOCIAL WORK IN THE HIGH SECURITY HOSPITALS (ASHWORTH, BROADMOOR, RAMPTON) In April 1999, at the request of the Secretary of State, I set up a group to review the provision of a social work service in the three high security hospitals in England, and to make recommendations. That group, chaired by Bob Lewis, formerly Director of Social Services in Stockport and a Past President of the ADSS, has now submitted its report. Two copies are enclosed. Ministers have indicated their acceptance of the report's recommendations. However, they wish to hear the views, especially of those who will be directly affected by the recommendations, as to how best they may be implemented. The report is also to be found on the Department of Health web site at: www.doh.gov.uk/scg/hshrevw.htm MISC (2000)18: MODERNISING MENTAL HEALTH SERVICES, MENTAL HEALTH GRANT 2000/2001 Summary This letter sets the conditions for local authorities' spend of the 2000/2001 allocation of the Mental Health Grant (MHG), and describes the administrative arrangements for paying and accounting for the MHG. |
