NHS Interest

1. HSC 2000/026 Patient Group Directions

Chief Executives will recall that earlier this year the Medicines Control Agency consulted on proposals to modify medicines legislation in respect of the use of patient group directions (formerly known as group protocols) for NHS services or those services directly funded by the NHS. Following this consultation, modifications have been made to the appropriate provisions in and under the Medicines Act 1968 by the Prescription Only Medicines (Human Use) Amendment Order 2000, the Medicine (Pharmacy and General Sale - Exemption) Amendment Order 2000 and the Medicines (Sale and Supply) (Miscellaneous Provisions) Amendment (No2) Regulations 2000. The changes came into force on 9 August 2000.

The Department has issued Health Service Circular (HSC 2000/026) PDF logo giving guidance on the use of patient group directions.

2. NHS R&D FUNDING - Consultation Paper: NHS Priorities and Needs R&D Funding

This paper explains the principles on which it is planned to operate NHS Priorities and Needs R&D Funding and invites views from interested parties before implementation.

Please bring this statement to the attention of staff with an interest in R&D. Comments are requested by 31 October.

NHS / Social Care interest

3. HSC 2000/027 and LAC(2000)18

The Visits by Children to Ashworth, Broadmoor and Rampton Hospitals Directions issued as Health Service Circular HSC 1999/160 and its accompanying guidance, and the associated Guidance to Local Authorities LAC(99)23 have been amended. The changes relate to who can accompany a child on a visit to a named patient in a special hospital.

The Amendments to the 1999 Directions are intended to enable a child to visit a named patient in hospital, in situations where the parent with parental responsibility is agreeable to the visit taking place, and it has been approved by the special hospital, but the parent wishes to nominate another person to accompany the child, for example a grandparent, as they are not able to or do not wish to visit the patient in hospital.

Action

The amended Directions should be actioned from 10 August and be fully implemented by 1 September 2000.

4. Directions Conference - 14th and 15th September 2000 - Call for nominations

Alan Milburn's recent letter called for Chief Executives to nominate representatives from NHS Trusts, Health Authorities, Primary Care Groups and local authorities to attend this exciting new event in the NHS and social care calendar.

Driving forward the Plan to success will rely on inspirational leadership and commitment from you and your staff. Directions will be an opportunity for those below Board level to join the dialogue and examine with others, equally recognised for their potential, what modernisation means to the health service and their roles in making it happen.

If you have not yet had the opportunity to submit your nomination please do so as soon as possible. However, if you have nominated someone from your organisation but would like to nominate someone else, please contact the conference helpline as there are a few spaces left.

5. DEVICE ALERT - MDA DA2000(04) - Scandinavian Mobility Powered Wheelchairs: Overheating of the Charger/Controller Connection

This Device Alert was issued on 4 August 2000 to NHS Trust, Health Authority and Primary Care Trust Chief Executives and Social Services Directors. It was also faxed to NHS Trusts, Health Authorities and Social Services for immediate action and for onward distribution as specified in the Notice.

6. SAFETY NOTICE - MDA SN2000(14) Mediteck Ltd Sterile Products: Enforcement Action Now Lifted

This Safety Notices was issued on 4 August 2000 to NHS Trust, Health Authority and Primary Care Trust Chief Executives and Social Services Directors for action and for onward distribution as specified in the Notice.

7. COLLECTION OF PERSONAL SOCIAL SERVICES DATA via the INTERNET

Antonia Roberts wrote to Directors of Social Services on 21 February 2000 listing the statistical returns that DH would be asking Councils with social services responsibilities to complete for the year 2000. This letter also mentioned the possibility of supplying statistical returns over the Internet and promised further details of this initiative. This facility has just become available for some statistical returns covering mainly social services but also health services (nursing homes). Roger Staton wrote to social services information contacts on 3 August giving further details of the facility, how it works and information about the forms covered so far. Not all of the central PSS returns have been included in the current version of the facility. We are however intending that as many of the returns as possible will be available on the system by April 2001.

I am sure you will appreciate the importance of this new system for the efficient handling of data, both for us and for you. Given that this is a major new departure, with significant implications for data handling, we are very keen to have feedback from you on this development. Details for providing this are given in Roger Staton's letter".
