NHS Performance Fund 2001/02 The NHS Performance Fund provides resources to fund locally developed and designed incentive schemes tailored to the particular needs of health bodies. It is designed to work in parallel with the Primary Care Incentive scheme and from April 2002, the PSS Performance Fund. All NHS organisations will receive a share of the Fund and will develop plans to spend the Fund as set out in guidance. Guidance on how the NHS Performance Fund will operate in 2001/02 can be found at www.doh.gov.uk/nhsperformance/perffund 2. Publication of 'Managing Change in the NHS' Two publications on managing change in the NHS have been commissioned by the NHS Service Delivery and Organisation (SDO) National R & D Programme. The first, 'Organisational Change. A review for health care managers, professionals and researchers', is a review of models of change management to help managers, professionals and researchers find their way around the literature and consider the evidence available about different approaches to change. The second, 'Making Informed Decisions on Change. Key points for health care managers and professionals', is a booklet, drawing on the review, which aims to encourage managers and professionals to reflect on and share what helps and hinders successful change to improve the quality of services. These publications will be launched jointly with the Health Service Journal at a seminar on the 13 June 2001 at the London School of Hygiene & Tropical Medicine. General Medical Council's Fitness to Practice Committee Decisions: This is a reminder that decisions of the General Medical Council's Fitness to Practice committees, which were previously notified to the Service by way of an HSC, are posted on the NHS Web and have been since April 2000. The site is updated approximately every two months. The decisions of the following GMC committees are available on this site: Interim Orders Committee; Committee on Professional Performance; Health Committee; Preliminary Proceedings Committee; Professional Conduct Committee and Registration Committee. Co-Ordinated Service Planning For Vulnerable Children And Young People In England Government, councils and other statutory services are united in their aim to ensure that children and young people achieve the best possible outcomes. Outcomes are increasingly being assessed, both locally and nationally, through performance assessment, Public Service Agreements, and Best Value. In most cases, better outcomes for children and young people will depend upon co-operative or joint working between several agencies or partners to provide the necessary services. How these services are configured to produce the best possible outcomes is therefore a matter for joint planning. Plans and planning are important only insofar as they deliver better outcomes. Ideally planning services for all children and families would be undertaken through one co-ordinated exercise. Such a major change cannot happen immediately. Governance Arrangements for NHS Research Ethics Committees New guidance on the Governance of NHS Research Ethics Committees (RECs) is now out for consultation. It can be found at www.doh.gov.uk/research/. The final version, to be published at the end of June, will replace the existing guidance previously issued under cover of HSG(91)5 for Local RECs and HSG(97)23 for Multi-centre RECs. The new guidance expands on the standards and principles set out for RECs in the recent Research Governance Framework, and clarifies the accountability for establishment and support of RECs. 6. Representation of the People Act 2000. Voting rights of detained patients The Representation of the People Act 2000 made new provision with respect to the registration of voters, amending the Representation of the People Act 1983. Regulations were laid earlier this year which came into force in April. Under the 2000 Act, those detained in hospital for mental disorder who have not been convicted of a criminal offence are now able to register using the hospital as place of residence. They can alternatively register in respect of a home address or in pursuance of a declaration of local connection; council registration officers will be able to advise which of these is most appropriate. Medical Devices Agency - Safety Notices Safety Notice - MDA SN2001(13) Cavendish Anaesthetic Machines: Oxygen Leakage From Flush Valve This Safety Notice was issued on 1 May to NHS Trust, and Health Authority Chief Executives. As usual it was also issued to Liaison Officers of Trusts and Health Authorities for action and for onward distribution as specified in the Notice. SN 2001 (13) can be found at: www.medical-devices.gov.uk/sn2001(13).htm Safety Notice - MDA SN2001(14) Inadvertent Advancement of Guide Wires used with Trauma/Orthopaedic Guided Cannulated Screw Systems This Safety Notice was issued on 2 May to NHS Trust, and Health Authority Chief Executives. As usual it was also issued to Liaison Officers of Trusts and Health Authorities for action and for onward distribution as specified in the Notice. Promoting Independence Grant 2001-02 This notice draws the attention of local councils to the Determination and guidance for the Promoting Independence Grant, which will be available on the Department's website from 10 May on www.doh.gov.uk/scg/independencegrant We regret the delay in issuing the Determination and guidance. From 2001-02 a new Promoting Independence Grant replaces the previous Partnership and Prevention Special Grants. The Grant incorporates an additional £100 million for social services announced on 27 November 2000. The total Grant in 2001-02 is £296 million. The new Grant has been made under section 93 of the Local Government Act 2000. The Grant Determination sets out the full conditions for the new Grant. The guidance is included as a separate document on the website. It includes important information for councils, including requirements for a Joint Plan for the spending of Grant monies to be agreed with Health Authorities in the council's area and sent to the Department of Health by 30 June. The payment of Grant monies to individual councils for April and May will be made very shortly.
