from the NHS Responseline 08701 555 455. 1. National Plan 9/5/00 - The Secretary of State launched the largest ever public consultation
of healthcare services, as part of the National Plan for the NHS. He set out a comprehensive strategy to ensure that every member of staff,
together with patients and the public, will have an opportunity to join
in and have their say in how the extra resources that the Government is
putting into the NHS can help create a modern NHS fit for the 21st century. Available for those with NHS Web access at: nww.doh.nhsweb.nhs.uk/nationalplan/statement.htm A significant part of the consultation exercise for the National Plan
involves a feedback leaflet. There will be two versions: one for staff
and one for the public. Clearly the success of this is dependent on its
widespread distribution, so that staff, patients and the public all have
the opportunity to put forward their views easily. Part of the distribution of the general public leaflet will be via supermarkets,
high street pharmacies, public libraries and the like. This is being co-ordinated
nationally. However, we need your help in distributing both the staff and public
leaflets via existing NHS communication/distribution channels. A detailed note will follow shortly setting out what we need your organisation
to do to help distribute the leaflets. Leaflets will be available week
commencing 22 May 2000. 11/5/00 - Secretary of State has decided upon an additional allocation
for smoking cessation services from the new monies recently announced
by the Chancellor for 2000/01. A further allocation of £4m is being made
for these services, making the total budget for smoking cessation £20m
this year. The allocation will be divided on the basis of £10m to HAZs
and £10m to non-HAZ HAs and will be distributed on a weighted capitation
basis. A list of revised individual allocations to HAs and HAZs will be
placed on the NHSweb shortly. 4. NHS Beacon Programme for 2000/2001
7/5/00 - The NHS Beacon programme, launched in 1999, identifies and supports
the spread of good practice across the NHS in practical and approachable
ways, stimulating the pace of modernisation from within the service. 290
Beacons were identified in year one of the programme and further Beacons
will be added in year two. Detailed guidance on the NHS Beacon programme for 2000/2001 is available
from the Beacon web-site or from Regional Offices. It sets out priority
areas for the programme over the next 12 months and invites applications
from NHS organisations that are delivering high quality services in these
areas. NHS Trusts, Health Authorities, PCGs and PCTs are asked to draw
the attention of colleagues to the Beacon programme and encourage applications.
Information on how to apply to become a Beacon can be found in the guidance;
the deadline for applications to Regional Offices is 9 June. The Department of Health and Home Office are also jointly funding a Personality
Disorder (PD) Beacon programme. This separate but related scheme has been
established to provide funding for the range of agencies that come into
contact with people with PD. Further information and detailed guidance

224 4689 11/5/00 - This information should be brought to the attention of staff
within Trusts who are responsible for submitting data to NWCS. As from the 2000-2001 data year, the HES annual refresh data will be
taken 2 months after the end of the year, instead of 3 months.
The aim is to meet demands from both DH and NHS colleagues to make HES
output more timely and hence increase its usefulness. The new timetable
should enable us to start producing output from August 2001 and so provide
timely figures to feed into the planning round. Consultation with NHS and RO colleagues has confirmed that some Trusts
will have to change some procedures and practices in order to have their
annual data on the NWCS database complete and in good order by the new
"HES extract" deadline of 1 June 2001. For example, you may have to make
changes to the procedure for picking up and recording lab test results
to ensure that diagnoses fields are as complete as possible for the last
few months of the data year and that all records for the end of the year
are submitted successfully to NWCS. The advance warning is to ensure that
you have time to identify and implement any necessary changes in local
practice. Even if you feel confident that your trust is one of the many for which
no change in procedure is required, you are strongly advised to check
