1. Consultation on the draft Commission for Healthcare
Audit and Inspection (Explanation and Co-operation) Regulations and the
Commission for Social Care Inspection (Explanation and Co-operation) Regulations
(Gateway reference 2417)
The Health and Social Care (Community Health and Standards) Act 2003 provides
for the establishment of the Commission for Healthcare Audit and Inspection
(CHAI) and the Commission for Social Care Inspection (CSCI). Views on
their explanation and co-operation regulations are welcomed before 22

NHS interest
2. NHS fully funded continuing care (Gateway reference
2414)
The deadline for completing investigations that may lead to recompense
for continuing care wrongly denied between 1996 - 2002 has been extended
until the end of March 2004. However, where possible, all investigations
should be completed by the original December deadline and the Department
will examine the number of investigations completed and how many cases
are still outstanding in each SHA before Christmas. This will ensure that
allocation of resources reflects the need for recompense at a local level.

Social care interest
3. Protection of vulnerable adults consultation (Gateway
reference 2466)
Directors of social services and chief executives of primary care trusts,
care trusts and other NHS trusts are advised that the Government intends
to implement the Protection of Vulnerable Adults (POVA) list in June 2004.
In the first instance implementation will apply to registered care homes
and domiciliary care agencies. The consultation period ends on 4 March.
All comments are welcomed. A consultation draft of guidance for POVA implementation
has been issued for consultation and is at www.doh.gov.uk/vulnerableadults

8. Independent regulator for NHS Foundation Trusts

A new role with responsibility for authorising, monitoring and regulating
NHS Foundation Trusts has been created. Bill Moyes has been appointed

9. Publication of good practice guidance on Health
Equity Audit (HEA) (Gateway reference 2268)
This aims to help primary care trusts (PCTs) achieve the PPF requirement
to use HEA, thus supporting service planning, commissioning and delivery.
