NHS interest

1. Outline framework for commissioning critical care - consultation

Views are sought from PCTs, critical care networks, provider trusts and SHAs on the draft outline framework for commissioning critical care services.

The closing date for responses is 21 February 2003.

2. Migration to NHSnet Code of Connection 2002

All NHS user organisations, except for GP practices, must sign and return the new Code of Connection (CODECON2002) by 1 April 2003. The form is at www.doh.gov.uk/nhsnetmigration/index.htm

It must be signed by the chief executive and the person responsible for network security.

The intention to migrate all NHS user organisations to a new NHSnet Code of Connection was announced in October 2002. Completion is planned for 1 April 2003.

3. Fire safety and statutory & safety ministerial targets HSC 1999/191 - returns for 31 March 2003.

The final round of the ministerial fire and health & safety targets set by HSC 1999/191 is required to be completed and returned, reflecting the trust's position as at 31 March 2003. Blank copies of the fire safety and health & safety proformas are at www.doh.gov.uk/safety/index.htm

Completed forms should be returned Friday 25 April 2003 to the head of performance and estates analysis, NHS Estates, 1 Trevelyan Square, Boar Lane, Leeds, LS1 6AE.

4. New money for recombinant clotting factors

This week £88m was announced to put more haemophilia patients onto recombinant clotting factors. The Department will be developing an implementation plan with NHS haemophilia commissioners, clinicians and patient representatives and will issue guidance to PCTs later this year.

5. Service level agreement (SLA) guidance published

This guidance shows how SLAs can deliver the NHS financial flows reforms. It includes a model SLA which is recommended for agreements covering up to £250,000. Larger agreements can be based on the model. It shows how activity and resources can take account of the new arrangements for 15 target health care resource groups and the (minimum of) 6 specialities which need to be commissioned on the basis of case-mix, adjusted cost, and volume agreements.

6. Development of the primary care access survey

The first of the new monthly surveys will take place on the 19 February. Results will be used to monitor progress on delivery of the PPF target for 24/48 hour access.

We appreciate that this involves more work. However work continues to improve the survey - it is due to be included on STEIS from April, which will make the process easier and more efficient.

7. Capital allocations 2003/04 - 2005/06: Learning disability development fund

The white paper Valuing People: A New Strategy for Learning Disability for the 21st Century announced that there would be a learning disability development fund of £20m capital per annum. In 2002/03 this money was allocated centrally. For 2003/04 onwards it has been included in the strategic capital allocations notified in HSC 2003/004 (2003/04 to 2005/06 HSCS capital allocations). 8. Patient choice programme

The Secretary of State for Health Alan Milburn announced a major expansion of the patient choice programme during a speech to trust chief executives on Tuesday 11 February.

9. Providing person-centred care to children, young people and expectant mothers

An update on workforce planning and development in relation to children and maternity services is at www.doh.gov.uk/cgwt/chworkforce.htm

It stresses the importance of supporting innovative solutions to develop more staff working differently across health, social care and education agencies.

10. Strategic health authority communication links

FAO: SHA CEs only

The Department of Health is keen to ensure that all communication links with SHAs are robust and fit for purpose.

The Department commissioned CSC (its IT services provider) to carry out a site survey of every SHA to assess videoconferencing capability and determine future requirements. Unfortunately, completion of this project is being delayed by difficulties identifying appropriate contacts within SHAs.

11. Access Incentive – Workshop 14 March

FAO: SHA CEs:

The £100m access incentive fund was announced with capital allocations on 23 January. The guidance asks you to take the lead in designing a local incentive scheme for 2003/4.

To help with this, a workshop is being organised on 14 March in London. Please let us know if you would like to send a representative or offer a presentation on your ideas.

12. Support, time and recovery (STR) workers

Guidance on the introduction of STR workers in mental health services is at www.doh.gov.uk/nsf/mentalhealth.htm or www.doh.gov.uk/nsf/mentalhealthstrguide.pdf

The role of STR workers is to be flexible in providing the support service users want by giving them time and so aid their recovery. The intention is that they will help service users to have an ordinary life assisting them with their everyday, practical needs.
