NHS and social care interest

1. Supplementary guidance on NHS-funded nursing care

This guidance has been issued and should be read in conjunction with that contained in HSC2001/17:LAC (2001) 26, issued on 25 September 2001. Both documents are available on the DH website at www.doh.gov.uk/jointunit/nhsfundednursingcare/index.htm

The new guidance contains more detailed information for the NHS and local councils about the contractual arrangements required by April 2003. In particular, health and social care agencies without pooled funding arrangements should consider setting up lead commissioner partnership agreements, so existing payment systems to providers can remain in place.

NHS interest

2. Measuring and reporting the March 2003 A&E 90% milestone

Guidance has now been issued via the SITREP system on the measurement period and reporting arrangements for the end of March A&E milestone. The measured period for the milestone will be the week ending 30 March and performance will be reported via SITREPs.

3. Estates Return Information Collection (ERIC) - 2003/04

This notifies chief executives of NHS trusts and PCTs of the information requirements to complete the ERIC return for 2003/04. Copies of the relevant completion notes are downloadable from: http://www.nhsestates.gov.uk/property_management/index.asp?submenu_ID=eric

Please note that the data requirements are now being issued in advance of the year of the return and should not be confused with the 2002/03 return that is currently being collected.

The ERIC web-enabled data entry and reporting system is to be used, as for previous years.

During 2003, NHS Estates will be undertaking a comprehensive review of this data set in recognition of the implementation of Shifting the Balance of Power. The intention is to minimise the mandatory data set while providing the opportunity for additional voluntary benchmarking.

4. Audit Commission spot checks

A report of the findings of the Audit Commission 'spot checks' was published on Wednesday 5 March 2003. The report is titled, Waiting list accuracy - Assessing the accuracy of waiting list information in NHS hospitals in England .

We will be writing to all trusts in April once we have received detailed feedback from the 'spot checked' trusts and asking you to take the necessary action following the findings.

5. The OGC Gateway Project Review Process

From 1 April 2003 the OGC Gateway Project Review Process is to be applied to all high-risk and volunteer medium-risk investment projects and programmes within the Department of Health, the NHS and associated arms length bodies.

Actions required are:

  • senior responsible owners for all qualifying projects must complete and submit a project profile model (PPM) risk assessment
  • senior staff with experience of strategic health planning and delivery of physical, information systems and business change projects are asked to register as 'peer' review candidates.

6. Patient Focus: Improving the Patient Experience newsletter

Patient Focus, a new monthly newsletter from David Lammy, highlights the positive impact of patient and public involvement as part of the wider improving the patient experience programme. The first issue sets out current developments in patient and public involvement. Future editions will draw on examples from the field to demonstrate how this important duty is taking shape to deliver on PPF targets, and clarify particular aspects of policy.

7. Children's services (Quality Protects) special grant for 2002/03

Directors of social services and chief executives are advised that the Audit returns for the Quality Protects Special Grant 2002/03 have been revised and now replace the existing QP1 form sent to you with the Circular LAC(2002)19 on 19 December 2002. This new form must be bought to the chief finance officer's attention. The revised form QP1 (2002/03) can be accessed from the Quality Protects website at www.doh.gov.uk/qualityprotects/info/publications/index.htm
