NHS interest

1. Unqualified doctors on PCT supplementary lists

It is illegal for a doctor to deputise for a GP without being vocationally trained, unless they are exempted from training or have an acquired right. Reports suggest that a number of doctors have been admitted to supplementary lists without providing such evidence and that they have been engaged by deputising agencies.

PCTs are asked to take urgent action to review the content of supplementary lists.

2. Modern matrons: improving the patient experience

The letter Modern matrons: improving the patient experience from the chief nursing officer Sarah Mullally (CNO) can be found at www.doh.gov.uk/modernmatrons/improving-letter-may03.htm

This letter reports on a seminar for around 50 modern matrons addressed by the health secretary Alan Milburn, CNO and director for patients and the public Harry Cayton. The health secretary announced a £2 million fund to be distributed to matrons in A&E departments to help further improve aspects of the patient experience.

3. Enhanced services funding and LDPs

HSC 2002/012 Primary care trust revenue resource limits 2003/04, 2004/05 and 2005/06 included in annex 7 information on the funding available for primary care services. £315 million/394m/460m was identified nationally as the minimum spend within the main allocation on GMS enhanced services.

SHAs are asked to collect information about planned expenditure on enhanced services in 2003/2004 from each PCT and an indication that the minimum spend will be met in 2004/2005 and 2005/2006. This important information is in support of the new GMS contract. Replies are required by 27 May 2003.

4. Monitoring of consultant growth

Achievement of the Priorities and Planning Framework (PPF) workforce targets is a top priority. To help monitor and facilitate growth, the Department of Health has developed a new system to record all consultant vacancies and progress in filling them. From 19 May 2003, NHS trusts will be asked to enter and update details of all consultant posts onto a Department of Health web site. This will replace the quarterly collection previously undertaken for the workforce monitoring database.

5. The safety alert broadcast system

The Department of Health and its agencies send out safety notices via a variety of routes, requiring action to address important patient safety issues. However, limited information is received on their implementation.

A new electronic system is being developed to improve distribution and provide feedback on NHS compliance with these alerts. This information will be available to the NHS and to the public via a web site.

To ensure the system is effective, chief executives of SHAs, NHS trusts and PCTs are invited to take part in a pilot during summer 2003 (subject to ROCR approval).

6. NHS performance ratings 2002/2003 communications

The Department of Health and the Commission for Health Improvement will be contacting individual organisations shortly regarding organisation types and the ratification exercise for the 2002/2003 performance ratings.

Direct communication with chief executives, or equivalent, will be a vital part of this process. They are therefore advised to ensure the Department of Health holds the correct contact details, including email addresses, and advise of any necessary amendments before 23 May 2003. SHA chief executives are also asked to ensure that all of their trusts are made aware of this communication.
