This letter from Ben Dyson dated 15 August is posted on the HR Directors Bulletin and Chief Executives Bulletin. It is addressed to Health Authority and Special Health Authority Chief Executives. It is copied to NHS Trust and PCT Chief Executives, Health Authority and NHS Trust HR Directors and Chairs and PCT Chairs. It summarises the arrangements for managers on national terms whose pay is reviewed from 1 September each year. It is to be implemented in light of Nigel Crisp's letter of 9 April 2001 entitled "Pay for NHS Senior Managers 2001/2002. The National Health Service (Appointment of Consultants) Regulations 1996 Concerns have been raised with the Department about effective mechanisms for dealing with alleged breaches of the Appointment of Consultants Regulations. This note sets out the accountability arrangements in relation to consultant appointments. The Regulations should be followed in all instances and are not discretionary. The Good Practice Guide builds on the Regulations and provides further guidance on how these are applied in practice. Chief Executives of employing authorities are responsible for ensuring that all consultant appointments are made following the guidance and are fully compliant with the regulations. There is an intention to re-write the Good Practice Guidance in the near future and this element will be clearly brought out in any re-draft. Personal Medical Services Comprehensive Guidance - 4th Edition The 4th Edition of this Guidance is currently being produced in three Parts. Part 2 - Proposal and Approval Process has been put on the Department's Primary Care website www.doh.gov.uk/pricare/4thguidance.htm Tuesday 14 August. Potential PMS applicants, and their Health Authority, will need to access this information when drawing up their 4th wave proposals. The version being placed on the website is only a working draft but it is not expected that the final version will differ from it when it is published in early September. PMS applicants and HAs should contact their Regional Office or the PMS Development Team if they have any queries. 5. HAZARD NOTICE - MDA HN2001(02) Anaesthetic Breathing System Components: Risk of Blockages. This Hazard Notice was issued on the 13th of August 2001 to NHS Trust and Health Authority Chief Executives. As usual, it was also faxed to Trust and Health Authority Liaison Officers for immediate action and for onward distribution as specified in the Notice. Secondment Opportunity National Clinical Assessment Authority The National Clinical Assessment Authority (NCAA) was set up as a Special Health Authority within the NHS on 1 April 2001. The NCAA is a small but strategically very important body, which is currently developing its headquarters function at a rapid pace preparatory to introducing a national advisory and assessment framework to respond to concerns from employers about the practice of individual medical staff. It is therefore firmly rooted in the developing quality agenda of the NHS. An opportunity has arisen for a secondment to the post of Director of Finance and Information for the Authority, who will also act as Deputy Chief Officer. This is a Board level post, with overall corporate responsibility for developing the Authority's business plan for approval by Ministers, working at a strategic level on information development, and taking overall responsibility for sound financial and business management, including audit and controls assurance. Because the headquarters team is small, the scope for development is large. The role would therefore suit either an existing Director of Finance considering diversifying into other areas of strategic and operational management, or a Deputy or Assistant Director looking to advance their career by playing a significant part in the set up and development of one of the Agencies charged with modernising the NHS. The permanent post will be advertised as a vacancy before the end of the period of secondment. CI(2001)12 Modern Social Services: A Commitment To Deliver: The 10th Annual Report of the Chief Inspector Social Services 2000/2001 The Chief Inspector's Annual Report describes the work of the SSI and developments in the field of the personal social services. In particular it provides an independent commentary on the quality of services experienced by the people who use them and their carers. This Report is based on a substantial body of evidence gathered by the Social Services Inspectorate over the past year including findings from the inspection programme, information from in-year assessment of performance, and the Annual Review meetings of local councils. National Recruitment Campaign For Social Workers The DH will be launching a new national campaign aimed at raising the public image of social work, and encouraging more people to enter the profession. The campaign will comprise both national and local elements, and will include a national press and radio campaign, recruitment materials for use locally and nationally, PR work, a dedicated website and a national helpline. All Directors of Social Services have been asked to give details of a contact in their Department who will receive sample copies of the recruitment materials before the launch and suggestions on how best to make use of them. A consultation process to seek views on removing the legal requirement on local councils to produce a Community Care Plan will be launched on Monday 13 August 2001.
