| The Chief Executives' Bulletin is sent to NHS and Council Chief Executives and Directors of Social Services. It is e-mailed weekly on a Thursday. HSC 2000/006 Professions Supplementary to Medicine: Employment Of Practitioners in the NHS and Social Services Departments 13/3/2000 - This guidance consolidates previous advice concerning the restriction of employment of all practitioners of the professions supplementary to medicine. Pay for NHS Managers 2000/2001 - Alan Langlands letter of 16 March 2000 The NHS Review Body recommendations have been accepted in full including special provision where specific recruitment and retention problems need to be addressed. The pay offer for "non-Review Body" staff for 2000/2001 is 3.25% or £300 whichever is the higher. You are asked to ensure that you take practical steps to ensure that pay rises for senior managers in 2000/2001 do not exceed the level of uplift for non-Review Body staff. Within this overall cash limit you do of course have some room to vary individual pay rises according to performance. This guidance applies to the in-year effect on the paybill of increases from either 1 April or 1 September, depending on your pay review date. Pay

Advance Letter (AC)1/2000 15/3/00 - This Advance Letter sets out the agreement reached by the Administrative and Clerical Staffs Whitley Council on increases to the national salary scales for the years 1999/2000, 2000/2001 and 2001/2002. It also explains the increases to London allowances, effective for the years 1999/2000 and 2000/2001. Advance Letter (ASC)1/2000 15/3/00 - This Advance Letter sets out the agreement reached by the Ancillary Staffs Whitley Council on increases to national rates of pay for the years 1999/2000, 2000/2001 and 2001/2002. It also explains the increases to London allowances, effective for the years 1999/2000 and 2000/2001. Advanced Letter (AC) 2/2000 and Advance Letter (AMB) 1/2000 15/3/00 - The Ambulance Whitley Council has reached agreement on increases to the national salary scales for the years 1999/2000, 2000/2001 and 2001/2002. Increases to London Allowances are effective for the years 1999/2000 and 2000/2001. and The Advance Letters were distributed to Regional Directors, Human Resources Directors and Directors of Finance of Ambulance Service NHS Trusts on the 15 March 2000.
AL(MD) 3/00 Pay and Conditions of Service of Hospital Medical and Dental Staff and Doctors in Public Health Medicine and the Community Health Service 15/3/00 - This letter authorises revision to two pages of Amendment (HMD) No 22 issued under cover of Advance Letter (MD) 1/00 dated 1 March 2000. It corrects an error on the Staff Grade Practitioner incremental scales MH01 and MHO3/5 respectively. NHS Smoking Cessation Services 2000/01 Yvette Cooper, Public Health Minister, has announced that £16m will be made available for the development of smoking cessation services across the NHS in 2000/01. In line with the Government's wish to tackle health inequalities, £8m is being made available to Health Action Zones (HAZs). The remaining £8m will be distributed to the rest of the NHS to support the setting up of new services. The monies are to be distributed on a weighted capitation basis. A list of individual allocations to HAs and HAZs is available on the Department's website at www.doh.gov.uk/nhssmokingcessation The National Priorities Guidance makes it clear that tackling smoking is one of thirteen priorities which the Secretary of State has set for the NHS in 2000/01. The NPG sets targets for the provision of services to 150,000 smokers nationally, with 20,000 quitting on a long-term basis. The regional envelopes for smoking cessation, prepared for the 2000/01 Service and Financial Frameworks, reflect these targets and HAs will need to consider supporting the allocation with monies from other sources where necessary to achieve their targets. All HAs and HAZs are asked to submit costed plans for their services to regional offices by 14 April at the latest in order to trigger release of their allocations. The Department is writing separately to local smoking cessation leads, Directors of Finance, and Directors of Public Health. Detailed guidance on the development of smoking cessation services was provided in HSC 1999/087. Updated service and monitoring guidance will be available on the Department's website as above from 10 April 2000.
Priority Treatment for War Pensioners This is to remind Health Authorities and NHS Trusts of the arrangements for the priority treatment of war pensioners. NHS hospitals should ensure that they give priority to war pensioners, both as in-patients and as outpatients, for examination or treatment relating to the condition for which the patient receives a pension. Priority should not be given for unrelated conditions. Referrals for treatment should make it clear that the patient is a war pensioner and requires treatment for the condition for which the pension was given. The

The National Health Service Trusts and Primary Care Trusts (Pharmaceutical Services Remuneration - Special Arrangement) Order 2000 SI/595 This Order replaces the National Health Service Trusts (Pharmaceutical Services Remuneration - Special Arrangement) Order 1991. It seeks to minimise the administrative work involved in charging the costs of hospital prescriptions dispensed in the community to NHS Trusts. Under the previous Order, each Health Authority could be required to deal with a large number of hospitals, spread over the whole country. The change means that each Health Authority will only need to recoup costs for prescriptions written by Trusts for whom it is the main commissioner. It also means that, from 1 April 2000, the arrangements apply to Primary Care Trusts as well as NHS Trusts. Patient Group Directions On 13 March the Medicines Control Agency began a six week consultation process on proposals to modify medicines legislation about the use of patient group directions (formerly known as group protocols) for NHS services or those services directly funded by the NHS. This action results from the recommendations in Report of the Supply and Administration of Medicines under Group Protocols, published in March 1998. The consultation period ends on 18 April, and it is essential that all comments are received by this date to enable us to have the new legislation in place by July. Improving health care services for prisoners: A time table for action 28/02/2000 - This guidance sets out the programme of work for Prison Service establishments and the NHS implementing the recommendations of the joint Prison Service and NHS Executive report The Future Organisation of Prison Health Care (HSC 1999/077 and the letter of 29 March 1999 from the Director General of the Prison Service). It provides information about the timetable for this work and the key issues for early progress.
