2. 2004/004: LAC(2004) 28 - Child and Adolescent Mental
Health Service (CAMHS) Grant Circular 2005/06 (Gateway reference 4293)
There will again be significant increases in Local Authority CAMHS funding
for 2005/6, which should be spent in accordance with agreed local joint
arrangements. The circular lists individual authority allocations and
gives guidance on priorities for service development.

3. Race Relations (Amendment) Act 2000 - Duty to Promote
Race Equality (Gateway reference 4305)
NHS organisations have a statutory duty to promote race equality. NHS
organisations must review and consult on their current Race Equality Schemes
and to be ready to publish a new three-year scheme by May 2005. Read

4. Freedom of Information (FOI) Act 2000: Qualified
person for purposes of S36 exemption ('Prejudice to effective conduct
of public affairs') (Gateway reference 4306)
When the FOI Act comes fully into force on 1 January 2005, all public
authorities listed in Schedule 1 will be covered by its provisions. An
individual must be appointed for each public authority as the 'qualified
person' to take ultimate responsibility for deciding whether the S36 exemption
may legitimately be applied to a specific request for information received
by the authority.

5. Making Better Use of the Pharmacy Workforce

Consultation has begun on proposals for more flexible use of the pharmacy
workforce. Making Better Use of the Pharmacy Workforce follows up initial
proposals in A Vision for Pharmacy in the New NHS, the overall strategy
for improving NHS pharmacy services.

6. Salaried Primary Dental Care Services (SPDCS) review
consultation (Gateway reference 4152)
The consultation paper, Creating the Future: Modernising Careers for Salaried
Dentists in Primary Care, and the review response proforma are available.

roles and career pathways of salaried dentists, and clinical leadership
and principles supporting the pay and grading of salaried primary care
dentists, both generalists and specialists.

7. Proposed changes to residential care charges from
4 April 2005 (Gateway reference 4262)
The Department of Health has published a consultation paper advising the
Local Government Association, councils with social services responsibilities,
care trusts and other interested parties of the proposed changes to the
system for residential care charges to be made in April 2005. A consultation
on the proposed changes will take place between 16 December 2004 and 3

9. Increases in NHS-funded nursing care bands for
2005/6 (Gateway reference 4303)
Ministers have announced increases to the bands of NHS-funded nursing
care. From 1 April 2005, for eligible care home residents the high band
increases from £125 to £129 per week, medium band increases
from £77.50 to £80 per week. The low band remains at £40

10. Practice Based Commissioning guidance (Gateway
reference 4301)
Published by the Department of Health, this guidance explains how the
potential of Practice Based Commissioning can be realised by PCTs and
practices working in partnership. The department's aspiration is that
all practices are involved in Practice Based Commissioning by 2008.

11. Guidelines on failsafe actions for the follow-up
of cervical cytology reports - NHSCSP Publication No 21 (Gateway reference
3800)
This new guidance is designed to ensure that reasonable and effective
failsafe measures are applied consistently across the NHS Cervical Screening
Programme while avoiding unnecessary duplication of administrative effort.

This European Court of Human Rights judgment may have implications for
NHS trusts admitting patients who lack capacity to consent to treatment.
