1. Review of the controls assurance regime - reducing
the burden (Gateway reference 2825. ROCR/2004/004)
The Department of Health recently commissioned an independent review to
examine the scope for making significant reductions to the burden of the
controls assurance regime. Ernst & Young, who will lead on this, are
now undertaking preliminary work. This is an opportunity to influence
change. All chief executives are asked to ensure that the attached 15-20
minute, questionnaire is completed by the designated control assurance
lead.

Social care interest
2. Consultation document on residential allowance transfer
(RA) (Gateway reference 2942)
This document sets out indicative allocations to councils for 2004-05
and gives proposed methodologies to distribute the 2004-05 and the 2005-06
transfers. The consultation will end on 15 April.

9. Prescription-only medicine (POMs) contaminated
sharps (Gateway reference 2959)
Trusts must be made aware of their legal responsibility in the disposal
of this special waste in order to comply with the Environmental Protection
Act 1990 section 34 'duty of care' requirements and to avoid possible

10. Waste incinerator directives (WID) - 2000/76/EC
(Gateway reference 2960)
Trusts must ensure that their waste contractors comply with the WID requirements
and that they apply for new permits to operate from the regulator. For
new incinerator plants the requirements take immediate effect. More at
