NHS and social care interest

1. Older People's NSF - general hospital care standard (Gateway reference 1983)
PCTs, working with acute trusts, are invited to bid for funding to run projects in support of implementation. £2.8 million is available in 2004-2005 and 2005-2006 to help with implementation of this standard. 2. Mental Health Policy Information Guide (MHPIG) - flexibility (Gateway reference 1968)
It is critical that we deliver on our mental health agenda. To ensure this, a fidelity and flexibility paper has been developed. This is as a result of questions being raised on whether it is mandatory to conform to the MHPIG in every detail and what scope there is for flexibility given that the MHPIG talks about tailoring services to local needs. The paper outlines the agreed criteria on these issues following consultation with SHA mental health leads and CHI.

NHS interest

3. Government response to the Health Select Committee report on sexual health (Gateway reference 1991)
This response was published on 10 September. It announced additional investment of £5 million in genito-urinary medicine services, £1m in contraceptive services and £5 million (in addition to the £3m previously announced) to help NHS laboratories use more efficient methods of chlamydia testing. We will be seeking bids from PCT directors of public health for the chlamydia funding within the next two weeks. SHAs will be given a co-ordinating role. 4. Influenza immunisation - item of service payments for at risk groups (Gateway reference 1988)
After further negotiations with the General Practitioners Committee, agreement has been reached to introduce item of service payments for under-65 at risk groups this year (2003-2004) rather than 2004-2005. A letter from the chief medical officer confirms these details at www.doh.gov.uk/cmo

5. Medicines Management Framework (Gateway reference 1785)
The Medicines Management Framework was launched on 17 September. Trust chief executives are responsible for the systems for management of medicines within their organisations and related health economy. Medicines expenditure in England has risen to over £8 billion with just over £1.7 billion spent on medicines in hospital in 2001-2002. Strategic health authorities should establish review groups, led by directors of performance management to analyse trust returns and ensure remedial local arrangements are in place ahead of value for money audits which are expected to be undertaken by CHAI in 2005.The framework is at www.doh.gov.uk/hospitalmedsmanframework

6. Clinical Excellence Awards sub-committee require more input from employers (Gateway reference 1984)
SHA chief executives are asked to provide a selection of nominees who we can invite to sit on the new sub-committees - up to four on each sub-committee are permitted. Nominees can be trust or SHA chief executives, medical directors or HR directors. 7. Statement on internal control 2003-2004 (Gateway reference 1903)
The Treasury has announced changes to the format and content of the Statement on Internal Control for 2003-2004. Changes include a requirement for documented evidence, disclosure of significant internal control issues and a move away from a standard template.
Achievement of full statements will be performance managed by strategic health authorities.
The revised guidance should be brought to the attention of audit committee chairs, all board members and heads of internal audit.

8. Invitation for second wave of repeat dispensing pathfinder sites (Gateway reference 1977)
Regulations for the first wave of 30 pathfinder repeat dispensing sites came into force in May 2003. The sites have since begun to implement these arrangements. PCTs are invited to apply to be part of the second wave of 40 pathfinder sites. We will take this opportunity to increase the scope of the arrangements to include nurse and pharmacist prescribers, as well as GPs. 9. Statement of Fees and Allowances - new premises flexibilities (Gateway reference 1944)
The new GP Contract set out a range of flexibilities to be introduced as amendments to the Statement of Fees and Allowances (SFA). The new and revised payment arrangements will enable capital investment in the primary care estate and better target revenue support. 10. Extension of the King's Fund programme (Gateway reference 1987)
NHS Estates will provide a grant of £30,000 to improve a patient area, plus a developmental programme for the staff involved. The rollout will fund one trust per SHA, and nominations (via SHAs) must be received at the King's Fund by 26 September. 11. Remuneration, mileage rates and new carer provisions for chairs and non-executives (Gateway reference 1989)
The Secretary of State has agreed an increase of 2.5 per cent for chairs and non-executive directors of NHS boards, backdated to 1 April 2002. Changes have also been agreed to mileage rates and carer expenses. SHA chairs should be paid at band 1.

12. Managing dental lists - updated information for PCTs (Gateway reference 1971)
The NHS (General Dental Services Supplementary List) and (General Dental Services) Amendment Regulations 2003 came into effect on 3 March 2003. The provisions relating to supplementary lists came fully into effect on 3 September. Advice for PCTs on the management of dental lists has been updated. 13. System reform, choice, payment by results, NHS Foundation Trusts - events (Gateway reference 1991)

17. Maternity, paternity, adoption and related leave - revisions (Advance Letter AL(GC)1/2003) (Gateway reference 1938)
Revisions to the national agreements on maternity, paternity, adoption and related leave and pay have been agreed which take account of the improvements in the statutory provisions introduced earlier this year. Full details Advance Letter AL(GC)1/2003

19. Heart failure management- toolkit (Gateway reference 1772)

23. National Conferences and Learning Exchange events (Gateway reference 1993)
As part of the new Improvement Partnership for Ambulance Services to be launched next week, the DH and Modernisation Agency will be running events on 11 and 12 November.
