NHS and social care interest

1. Chief Executive's Sounding Board

Sir Nigel Crisp is interested in nominations from Chief Executives to join his Sounding Board. The purpose of the Board is to provide a chief executive's perspective on a range of issues affecting the wider chief executives' community.

Membership rotates to give more opportunities for people to contribute. Nine of the NHS CEs are standing down this month and we are looking for replacements. The local authority and social services ones are continuing.

NHS interest

2. Junior doctors action teams - mainstreaming into strategic health authorities

Functions formerly performed by regional junior doctors action teams were mainstreamed into strategic health authorities on 1 April 2003.

It is important to note that responsibilities now include appropriate participation in the appeals mechanism described in the terms and conditions of service, as well as in the twice-yearly monitoring returns.

It is essential that these tasks are carried out so that the NHS can meet its contractual responsibilities to junior doctors.

3. Thrombolysis targets - review document

The Department of Health is publishing a review of the CHD National Service Framework thrombolysis targets. This is to support better care for patients suffering from acute heart attacks and delivery of the PPF (Planning and Priorities Framework) 60 minute call to needle time thrombolysis targets set for 2003-2006. The document:

  • confirms the importance of early thrombolysis
  • outlines the success of the NHS in delivering faster treatment
  • provides a checklist of good practice developed by the CHD Collaborative
  • emphasises the need for NHS ambulance services and acute hospitals to work even more closely to secure better and faster care for heart attack patients.

4. Screening for haemoglobinopathies

The NHS Plan set out a commitment to new and effective screening programmes for women and children including a new national linked antenatal and neonatal programme for haemoglobinopathies.

A development programme is in place and is consulting on a number of processes for the screening of newborn babies for sickle cell disorders and women for sickle cell disorders and thalassaemia in the antenatal period. 5. Disclosure of salary information by NHS senior staff

A letter dated 19 June from Dr Nick Clarke deputy head of NHS Pay Branch to all chairs explaining that the disclosure of information on remuneration in annual accounts should be monitored is at www.doh.gov.uk/cebulletin/disclosure190603.htm

Chairs are asked to ensure that all annual accounts are monitored for disclosure of information on remuneration. If there are instances where the information is not disclosed in September 2003 and future sets of accounts, the Department of Health needs to be notified four weeks in advance of publication of the accounts.

6. New salary scales for all non-medical staff for 2003-2004

Agreement has been reached on new national salary scales for all non-medical staff for 2003-2004. The advance letters containing full details of the increases will be published on 19 June 2003 and are available on the COIN web site at www.doh.gov.uk/publications/coinh.html

Employers are asked to make arrangements to implement the new pay scales in the advance letters so that staff receive their increased salaries as quickly as possible. All payments should be backdated to 1 April 2003.

7. Gateway to Leadership

This programme, sponsored by Sir Nigel Crisp, which seeks to attract successful leaders into the NHS, is preparing to bring in its second group of external recruits. The NHS Leadership Centre is inviting expressions of interest from NHS organisations who would like to host one of the 56 participants.

The Leadership Centre contributes £20,000 towards salary costs, and provides a comprehensive development programme for all participants. Invitation packs are being sent to all chief executives on 20 June.

10. MINAP - audit of patient care following a heart attack
The second report of an audit on the care of patients who have been taken to hospital in England following a heart attack was published by the Royal College of Physicians (RCP) on 18 June.
The results in this second MINAP (Myocardial Infarction National Audit Project) report cover the period 2002-2003. The full results are at www.rcplondon.ac.uk/pubs/books/minap/

New funding system for social work students - from 2004/5 a new system of funding will be introduced for social work students to support the creation of quality learning environments in practice agencies. 15. New delegated limits for capital investment - transfer of approval responsibility to SHAs - this guidance sets out revised delegated limits for the approval of NHS capital investments and formally transfers responsibility for approving trust and PCT business cases from DsHSC to SHAs.
