NHS and social care interest
1. Identity checking (Gateway reference 3061)
The Home Office has introduced new procedures on preventing illegal working.
The new appointment procedures should not require major changes to current
practices. All applicants must be asked to prove their identity and not
just applicants from an ethnic background. Assumptions should never be
made on the basis of appearance or accent. The guidance lists document
to be used and copies must be taken of all documents used for identification
purposes. Authenticity must be verified and all photographic identification
must be current.

NHS interest
2. 24/48 hour primary care access (Gateway reference
3060. ROCR/OR/0120)
The joint Prime Minister's Delivery Unit Priority Review was completed
last month. It found that PCTs are making good progress and most should
meet the December 2004 target. It recommends however additional support
for a minority. A further communication will give details shortly.
From April, the monthly survey (PCAS) includes a more flexible definition
of appointment systems, counts appropriate access at NHS Walk-in Centres
and has a shorter PCT reporting time. From June, PCAS will be on the Wednesday
of the first full week of the month.

3. Fourth quarter Local Delivery Plan Returns (LDPR)
and NHS Performance Ratings 2003/04 (Gateway reference 2909. ROCR/OR/0027/007)
For the fourth quarter (Q4) LDPR collection a set of additional information
is requested to inform the 2003/04 performance ratings. The Q4 data returns
are scheduled for submission to the Department by 20 April 2004. The final
guidance that will support this collection will be issued to the NHS in
the next few days. Organisations need to be engaged in the Q4 LDPR process
to ensure that their performance is accurately reflected in the final
ratings to be announced in the summer.

4. Guidance on charging overseas visitors for hospital
treatment in England
The final version of guidance for Implementing the Overseas Visitors Hospital
Charging Regulations (Guidance for NHS Trust Hospitals in England) is
available from 1 April 2004. It replaces interim guidance issued in July
2003 and the NHS Treatment of Overseas Visitors' Manual of Guidance 1988
- known as 'the red book'.

5. LAC (2004)12 - future arrangements for the statutory
notifications previously sent to the Social Services Inspectorate and
National Care Standards Commission (Gateway reference 3042)
This circular updates the arrangements for local authorities to provide
statutory notifications when the Commission for Social Care Inspection
takes over the functions of the Social Services Inspectorate and the National
Care Standards Commission on 1 April 2004.

6. Section 26A of the Children Act 1989 - SI 2004/719
(Gateway reference 3067)
This imposes on local authorities the duty to make arrangements for the
provision of advocacy services for children and young people making or
intending to make representations (including complaints) under the Children
Act 1989. The regulations will come into force from 1 April 2004. These
state who cannot be an advocate, make requirements about giving information
and monitoring, and amend the 1991 Regulations. Regulations and accompanying

9. Modernising NHS dentistry: countdown workshops
for PCTs (Gateway reference 2955)
To assist and support PCTs to prepare for local contracting in NHS dentistry,
the Department of Health and the Shadow Special Health Authority has arranged

A draft of the above was issued for a six-week period of consultation
on Friday 26 March. All commissioners and providers of NHS cancer services
are being consulted on the manual which supports self and peer review

This is based on the BMJ's Clinical Evidence section which gives patients
quality-assured, evidence-based information on the choice of possible
treatments for 60 conditions, and explains 16 of the most common elective
surgery procedures.
