2. Support for workforce planning

Three projects, aimed at integrating the support for workforce planning, have been launched by the National Workforce Information and Planning Programme (NWIPP):

  • the Healthcare Workforce Internet Portal offers a one-stop approach to workforce planning.
  • National Workforce Dataset has been developed as the language of workforce planning across the NHS.
  • Workforce Planning Skills Development Toolkit provides in one place the planning guides and research on workforce planning.

3. Innovation in young people's development

The Department of Health is developing a young people's development programme. This pilot programme targets 13-15 year olds most at risk of teenage pregnancy, substance misuse and school exclusion.

Expressions of interest to be part of the pilot are being sought from non-NHS organisations. Support from PCT's or local authorities will be required for all applications with agreement to administer funding for the three-year duration of the programme. The notice will appear in the Guardian on 7 May.

4. Guidance on Access and Systems Capacity Grant 2003 - 2004

Guidance highlighting the key conditions for the Access and Systems Capacity Grant 2003 -2004 is at www.doh.gov.uk/jointunit/delayeddischarge/index.htm

A copy of the grant determination can be found in Appendix A of the guidance. In 2003 - 2004 the grant totals £170 million. Allocations for three star social services councils and those rated excellent under the Comprehensive Performance Assessment total £35m. The remaining £135m for two, one and zero star authorities is predominantly for home care, intermediate care and assessment services, with smaller sums for home improvement agencies and community equipment services.

5. Provision of social care services in high security hospitals

The letter Consultation on, the implementation of the remaining National Standards for the provision of social care services in the high security hospitals CI(2003)7 has been issued at: www.info.doh.gov.uk/doh/coin4.nsf/page/CI-(2003)7?OpenDocument

This letter proposes that the remaining standards for the National Standards for the provision of Social Care Services in the High Security Hospitals should be implemented during the next two years, with full implementation having been achieved by 31March 2005 for all partners.

6. Use of human tissue and organs

7. Advice about Operations Abroad

8. Modernising dental services for prisoners

The Strategy for Modernising Dental Services for Prisoners' has just been published. It clearly lists recommendations to modernise the prison dental service. Some of these recommendations will have a cost implication and to support this there is a three-year investment programme as it will not be possible to address them all at once.

9. Screening for Diabetic Retinopathy

Ensuring a high quality systematic retinal screening programme will be an early priority for PCTs. This is in line with the target set in Improvement, Expansion and Reform: the next three years, the planning and performance framework for 2003 - 2006.

Local delivery is being supported by a UK National Screening Committee (NSC) programme, developed with professional organisations and Diabetes UK, to set:

  • quality assurance standards
  • monitoring criteria
  • specifications for cameras and information systems
  • professional development resources.
