NHS and social care interest 1. Community Care (Delayed Discharges etc) Bill The Government lost on an opposition amendment to the bill in the Lords this week. The amendment proposed a delay in implementation of reimbursement to 1 April 2004. The Government accepted that health and social care agencies need more time to put systems in place and suggested an alternative of 1 October 2003. This decision will now go back to the Commons. Health and social care agencies should therefore plan for a further six months' preparation before implementation. Delayed discharges intensive work programme The Change Agent Team's intensive work programme tackles the underlying causes of delayed discharges through whole systems change. Expressions of interest are invited from directors of social services, chief executives of PCTs and NHS trusts to take part in the third phase of the programme. Care homes for adults (18-65) and older people New national minimum standards for care homes for adults (18-65) and older people were published on 18 February. This follows last year's consultation exercise proposing amendments to a small number of physical environment standards. Most of the standards are unchanged. The new standards apply from 1 June 2003. NHS interest 4. NPSA infusion device project In June 2002 the NPSA commissioned a project to establish the root causes of infusion device incidents and identify solutions to prevent their recurrence. The NPSA is looking to recruit a small number of trusts to test and evaluate four proposed solutions. Funding is available to support this process. NHS Estates Data Collection Analysis System (NEDCAS) Chief executives of NHS trusts and PCT's are asked to nominate a NEDCAS manager to manage all trust users and communications with NHS Estates.
