1. Community Care (Delayed Discharges etc) Bill

The Government lost on an opposition amendment to the bill in the Lords this week. The amendment proposed a delay in implementation of reimbursement to 1 April 2004. The Government accepted that health and social care agencies need more time to put systems in place and suggested an alternative of 1 October 2003. This decision will now go back to the Commons. Health and social care agencies should therefore plan for a further six months' preparation before implementation. They should continue to transfer patients from acute care when they are ready in line with recent guidance, Discharge from hospital: pathway, process and practice at www.doh.gov.uk/hospitaldischarge/index.htm

2. Delayed discharges intensive work programme

The Change Agent Team's intensive work programme tackles the underlying causes of delayed discharges through whole systems change. Expressions of interest are invited from directors of social services, chief executives of PCTs and NHS trusts to take part in the third phase of the programme. The invitation is at www.doh.gov.uk/changeagentteam/supportprog.htm

Expressions of interest should be submitted by 31 March 2003

3. Care homes for adults (18-65) and older people

New national minimum standards for care homes for adults (18-65) and older people were published on 18 February. This follows last year's consultation exercise proposing amendments to a small number of physical environment standards. Most of the standards are unchanged. The new standards apply from 1 June 2003.

NHS interest

4. NPSA infusion device project

In June 2002 the NPSA commissioned a project to establish the root causes of infusion device incidents and identify solutions to prevent their recurrence. The NPSA is looking to recruit a small number of trusts to test and evaluate four proposed solutions. Funding is available to support this process.

5. Agenda for Change update

www.doh.gov.uk/agendaforchange/ - contains two key documents - the Proposed Agreement and the Job Evaluation Handbook. Hard copies will be circulated to your organisation.

Additional information will also be made available:

  • a presentation for use by chief executives or HR directors
  • staff booklets, outlining the key terms and conditions for all staff.
  • information on the Knowledge and Skills Framework and the Terms and Conditions of Service Handbook will soon be posted on the website.

A series of road shows will take place throughout England in March/April for board level members, including non-executives, and key staff side representatives.

6. NHS Estates Data Collection Analysis System (NEDCAS)

Chief executives of NHS trusts and PCT's are asked to nominate a NEDCAS manager to manage all trust users and communications with NHS Estates. Guidance protocol and a form for the nominee's details are at www.doh.gov.uk/nedcas/index.htm

Completed forms should be returned to head of performance and estate analysis, NHS Estates, 1 Trevelyan Square, Boar Lane, Leeds, LS1 6AE by Friday 7th March 2003.

The NEDCAS manager will be forwarded a user ID and password to access the system.

7. Medical device alert - Beldico Y-Can intravenous cannula, radio-opaque - MDA/2003/004)

This alert was issued on 13 February 2003 to NHS trust chief executives, primary care trust chief executives and National Care Standards Commission head quarters. It was also issued to liaison officers of NHS and primary care trusts and National Care Standards Commission for immediate action and onward distribution

8. NHS Estates hazard and safety notices
  • Oxygen cylinder manifolds used to supply oxygen for patient use (excluding liquid oxygen reserve supply systems)
    Ignition of seat material due to the use of PTFE type soft seat inserts and subsequent release of potentially toxic gases into the pipeline distribution system. (Safety notice NHSE SN (2003) 01 issued 12 February 2003)
  • Medical liquid oxygen supply system
    Loss of oxygen supply system due to excessive demand and a subsequent breakdown in communications. (Safety notice NHSE SN (2003) 02 Issued 12 February 2003)
  • Electric socket outlet extension leads
    Possible electric shock due to compromised earth continuity / integrity. (Safety notice NHSE SN (2003) 03 issued 13 February 2003)

Social care interest

9. PSS Expenditure and unit costs data for 2001-02

Personal Social Services expenditure and unit costs data for 2001-02 is at www.doh.gov.uk/public/pss_stat.htm

The unit costs provide detail and revisions to unit cost performance assessment framework (PAF) indicators published in November 2002. Details of the PAF indicators for 2002-03 have been sent to key statistics contacts in councils and are at www.doh.gov.uk/stats/keystats.htm.
