1. National standards, local action: health and social
care standards and planning framework 2005/06 - 2007/08 (Gateway reference

This document sets out a standards-based planning framework for health
and social care, and standards for planning, commissioning and delivering
NHS services. It covers the core developmental standards for NHS healthcare
and the health and social care planning framework, and targets for 2005-2008.

2. New emphasis on NHS engagement with carers
(Gateway reference 3561)
Government support of the Carers (Equal Opportunities) Bill has highlighted
the need for the NHS to engage actively with carers and consider them
in planning and delivery strategies. The Department will ask SHAs to ensure
that carers and those who represent them are consulted and involved in

4. The General Medical Services (transitional measure
relating to non-clinical partners) Order 2004 (SI 2004/1772) (Gateway
reference number 3512)
This was laid before Parliament on 13 July 2004 and comes into effect
on 3 August 2004. It corrects an omission in the transitional regulations
that governed the introduction of the new GMS contract in April 2004.
The omission affected GMs contracts entered into from 1 April 2004 and
included partners who were not GPs or healthcare professionals. PCTs and
GMs contractors need take no action, other than to note the position.

5. A new plan for the management of blood during shortages
(Gateway reference 3344)
Developed jointly by the Department of Health, the National Blood Service
and the National Blood Transfusion Committee, this plan should ensure
that there is enough blood available for emergencies and urgent operations
even in major shortages. To make this national plan fully effective, hospitals
should establish emergency blood management groups, which include a representative
of the chief executive. This group will formulate arrangements to manage
the use of blood during shortages as part of existing hospital emergency

6. Report on the reconfiguration of the Department
of Health's Arms Length Bodies (ALBs) (Gateway reference 3552)
This report announces the number of Albs will be reduced by around 50%.
An implementation plan setting out the more detailed picture, roles and
responsibilities, budgets and headcounts will be finalised by the autumn.
The review is expected to reduce the ALB overhead and the amount of time
spent by frontline staff responding to ALB needs. Contact Paul Macnaught,

8. The Report of the fifth annual meeting to review
the compact on relations between Government and the voluntary and community
sector (Gateway reference 3563)
Priorities for driving the compact forward in 2004-2005 are included in

9. Single assessment process for older people
(Gateway reference 3556)
The accreditation process has closed. Two further 'off-the-shelf' assessment
tools developed for national use have been accredited, bringing the total
to six accredited assessment tools. These include electronic CAT, EASYcare,
FACE for Older People, MDS Home Care, NOAT and STEP.
