In the light of the Department's earlier request for the NHS to begin considering which nurses would be most suitable for early consideration for nurse prescribing training, your attention is drawn in particular to the guidance note. 3. PFI Guidance Generic Economic Model (GEM) As part of the continuing standardisation of the Private Finance Initiative (PFI) the Department of Health has today produced guidance and model spreadsheets for those who are responsible for ensuring the overall delivery of robust economic submissions. The Guide to Using the Generic Economic Model provides practical information on how the Model calculates the discounted costs of NHS investments in a way that accords with current guidance, enabling NHS Trusts and others to undertake these analyses with relative ease. The Model also facilitates economic analyses by prompting users for the appropriate information, by undertaking the calculation of NPCs/EACs on behalf of the users, and by facilitating sensitivity testing around key assumptions. It provides ready presentations that can be used directly in OBC and FBC submissions. It's use is mandatory for all 4th, 5th, 6th and subsequent Waves of major PFI schemes. For all 3rd Wave schemes the Model is mandatory for those at the stage of preparing their FBCs (ie: OBC spreadsheets do not need to be completed). The same principle applies to all schemes with a capital value of below £20 million and, again, it is mandatory to complete the Models for OBCs and FBCs of all such future schemes. The Models and guidance can be found on the Department of Health's website at www.doh.gov.uk/pfi/gem.htm. No hard copies will be made available. We are open to comments from users of both the Models and guidance. This Model has been developed to aid the business case process and we are happy to revise in the light of experience. Telephone 0113 2545583. 4. Integrating Sickness Certification into Hospital Discharge and Outpatient Processes. 31 July 2001 - Neil McKay letter. The Chief Executive Bulletin dated 2nd August included a letter from Neil McKay, for action, concerning the integration of sickness certification into the hospital discharge process . This letter included information on where NHS trusts could obtain sufficient quantities of MED3 forms. We have now been informed by the Department of Work and Pensions that MED3 forms are no longer available from GPA Interface and should instead be ordered from Security Printing Systems Ltd. Core Health Statement on the Internet Chief Executive Bulletin: 8-14 September 2000, Issue 32, provided guidance on publishing on-line public information about local healthcare services on nhs.uk. This included the need to provide core information under key headings supported by electronic templates on the following:
This was also outlined earlier in section 10.20 of Saving Lives: Our Healthier Nation: "We will also require Health Authorities to make available on the Internet an Annual Core Health Statement. These statements, drawn from local Health Improvement Programmes (HIMP), will enable experts from round the world to offer advice on the effectiveness of the approach taken." All Health Authorities will have a Core Health Statement posted on nhs.uk by April 2002. From today, Health Authority web editors will be able to publish their Core Health Statements on nhs.uk. If web editors experience any difficulties in posting their Statement then they should call the nhs.uk helpline on 0845 6504865. Web editors, working closely with the Health Authority HIMP Lead and Public Health colleagues, should ensure that the information in the Core Health Statement is kept up to date, and develops with the HIMP. 6. Recovery of NHS Costs Following Road Traffic Accidents In order to further improve the new system for the recovery of NHS costs following road traffic accidents the Department of Health is working with the Department of Work and Pensions to replace the current paper-based system of communications between the Compensation Recovery Unit and NHS trusts. The new system will depend on those staff in trusts who handle the current forms having access to a personal computer and the NHS Web. We will be asking our contacts in trusts, who do not currently have such access, to discuss their needs with their IT departments. We hope the new system will be introduced some time next year and when fully operational will remove some 60,000 items of post from NHS trusts each month. Current income from the scheme is averaging £7.5m per month to trusts in England, Scotland and Wales. Tackling Health Inequalities - Consultation Following a commitment in the NHS Plan (July 2000), the Secretary of State, Alan Milburn, announced two national health inequality targets in the areas of life expectancy and infant mortality in February. Building on this, the Department of Health has launched a cross-Government and cross-sectoral consultation on the delivery of the two national health inequality targets. The purpose is to consult on the action needed to achieve them. The consultation document sets out the priority areas for action and the systems and structures which can support them most effectively. It also consults on a basket of indicators, needed to help us track progress towards the achievement of the targets and to support local information needs. Additionally, it seeks examples of good practice. The consultation period will run until November, and will dovetail with work on the recently announced cross-cutting spending review on health inequalities. The National Strategy for Sexual Health and HIV was issued for consultation on Friday 27 July 2001. The aims of the Strategy build on the principles underpinning the NHS Plan including, reducing inequalities, improving quality and access to services, and putting the patient at the centre. It sets out to modernise sexual health services to ensure that services are accessible and locally co-ordinated to meet people's needs. CI(2001)16 SSI Report - National Standards for the provision of Social Care Services in the High Security Hospitals In February 2000 the Chief Inspector issued the findings of the review of the provision of social work in the three high security hospitals (Ashworth, Broadmoor and Rampton). One of the key recommendations contained in this report was that national standards should be developed for the provision of social care services to patients in the three hospitals. This new report now lists the set of service standards (based on the recommendations of the review group's earlier report). These were drawn up under the leadership of SSI's Inspection Division in consultation with a wide range of interested parties. Children (Leaving Care) Act 2000 Regulations This notice announces that the Children (Leaving Care) (England) Regulations 2001 are available at the following HMSO website address: www.hmso.gov.uk/si/si2001/20012874.htm These regulations, due to come into force on 1st October 2001, make provision about support for children and young people aged 16 and over who are, or who have been, looked after by a local authority. Round 3 of the DTLR Beacon Council Scheme - An Adoption Award This is the third round of the DTLR Beacon Council Scheme and we want to encourage councils to apply for the Adoption beacon award. The aim of the Beacon Council Scheme is to raise standards across local government. Councils awarded beacon status are referred to as 'centres of excellence' and have a proactive disseminating role to share best practice and good performance from which other councils can learn. Adoption is a Prime Ministerial initiative and the White Paper Adoption: a new approach was published in December 2000, which sets out a major programme of action to reform the current arrangements. Councils awarded an adoption beacon will be trailblazers for delivering quality adoption services to children and adopters who need to use them.
