NHS interest

1. Improving rewards for NHS consultants and modernising medical careers

To all NHS Chief Executives, Medical Directors and HR Directors

1. I am writing to you to bring to your attention the announcement that Ministers have made today about improving rewards for NHS consultants and improving medical careers.

2. The Secretary of State has written to the BMA and the NHS Confederation inviting views on the proposed new approach, with a view to begin implementing the new programme from the beginning of April. This letter is at www.doh.gov.uk/consultantscontract/index.htm

3. Draft guidance on the new approach and a copy of a letter that the Secretary of State is sending to all consultants and Specialist Registrars in England can also be found at the above address.

4. The success of the new approach that Ministers have set out today will depend critically on the strength of partnership locally between NHS employers, medical managers and consultants. Working within the overall framework announced today, local organisations will need to make important decisions with their consultants about how to invest the extra resources available to them in ways that best improve patient care and best improve doctors' working lives.

5. I would very much encourage you to discuss with consultants locally how this new approach can be implemented most effectively, subject to the outcome of consultation.

2. HCHS capital allocations 2003/04 to 2005/06

NHS strategic and operational capital allocations to SHAs, NHS trusts and PCTS for 2003/04, 2004/05, and 2005/06 are outlined in HSC 2003/004. Operational capital (formerly block) is allocated to NHS trusts and PCTs to maintain and enhance existing capital stock. Strategic capital (formerly discretionary) is allocated to SHAs for distribution at their discretion for larger scale investment. The HSC includes guidance on the arrangements for the £100m access fund, which has been established to reward NHS organisations for making progress on improving access.

3. Cancer conference - modernisation

The Cancer Services Collaborative is hosting "Modernising Cancer Services - Excellence in patient care" on 7 March 2003 at the ICC, Birmingham

4. NHS travel plan seminars

The DH is working with the sustainable transport issues charity Sustrans to host travel plan seminars for NHS trusts. The seminars support milestones in the National Service Framework for Coronary Heart Disease, the Controls Assurance Standard and the Environmental Strategy for the NHS. The programme will assist trusts in the early stages of travel planning and provide guidance to those that are more advanced.

5. Model clinical trials agreement for pharmaceutical research

The DH and the Association of the British Pharmaceutical Industry have produced a model clinical trials agreement as a standard contractual framework for commercial trials involving NHS patients. The agreement is at www.doh.gov.uk/research/rd3/pharmacta.htm

6. Health survey for England 2001

The 2001 health survey is published in four main reports, covering disability, non-fatal accidents, respiratory symptoms and atopic conditions and fruit and vegetable consumption. The information is used to underpin and improve targeting of nation-wide health policies.
