1. Delivering race equality: a framework for
action - consultation (Gateway reference 1726)
Sets out guidance for those planning, delivering and monitoring local
primary care and mental health services in order to improve services for
users experiencing mental illness and distress, their relatives and carers
from black and minority ethnic communities. The consultation asks for
views on what should be done at a national level to provide support and
leadership to those carrying out this work. The applicability of the framework
extends beyond mental health services.

2. Efficiency review: releasing resources to the front
line (Gateway reference 2135)
You may be aware that the Prime Minister and Chancellor have commissioned
a wide-ranging efficiency review of all public services. The review will
report next summer in time to influence the outcome of the Spending Review
2004. You are urged to consider the consultation document and respond

3. Working time directive (WTD) planning framework
launch (Gateway reference 2104)
The framework, developed by the Department of Health and senior NHS managers,
aims to help Trusts prepare for the August 2004 WTD requirement by providing
access to a wide range of help through a single website.

4. NICE's appraisal of introducing Liquid Based Cytology

Social care interest
6. The abolition of residential allowance (Gateway
reference 2129)
A public consultation exercise on the residential allowance grant for
2003-04 took place between July 11 2003 and August 22 2003. Following
errors identified relating to data used to calculate allocations, it is
necessary to consult again on indicative allocations. We apologise for
the fact that this is necessary and for the tight deadline. Public consultation
on the indicative allocations commenced on October 21 and will conclude
at 4pm, October 30.

15. NPSA launches patient safety managers' network
