1. Improving working lives - Practice Plus consultation

This consultation document provides key stakeholders, NHS employers and staff side representatives the opportunity to comment on the new version of the National Audit Instrument (NAI) and the plans for the implementation of Practice Plus from 2004 onwards.

2. Consultation on A Vision for Pharmacy in the new NHS

This consultation started on 17 July 2003 and views are welcomed until 17 October 2003.

The Vision highlights achievements by pharmacists and others to implement the programme for pharmacy in Pharmacy in the Future, published in September 2000. It also sets out proposals for building on these achievements to improve services further and to ensure pharmacy is an integral part of the NHS.

Social care interest

3. Payments to local authorities of three grants

The Delayed Discharges, Preserved Rights and High Performers (No. 2) grants, which were due this summer, have been delayed. The grants were subject to debate in Commons Committee and then approval in the House of Commons. Although the debate has taken place, the Commons vote has been deferred until after the parliamentary recess.

We now expect the vote to take place in mid September and subject to this, the grants will be paid soon after. Allocations that were announced earlier this year will not be changed, so councils can budget accordingly.

4. Guidance on the Improving Information management capital grant 2003-2004

Information on allocations and guidance on the conditions for the Improving information management capital grant 2003 -2004 is at www.doh.gov.uk/ipu/socialcare/infsocnew.htm

In 2003 - 2004 the grant totals £25 million.

5. Adult placement carers

In February 2003, the Department of Health published a consultation document proposing changes to the care homes regulations and national minimum standards relating to adult placement carers. The consultation has now been completed.

The Department also announced its intention to undertake a further consultation on changing accountability of adult placement services by requiring adult placement schemes rather than adult placement carers to be registered. Further consultation documents will be published in due course.

6. Defining the Electronic Social Care Record: a Consultation

A set of standards has been proposed to enable councils to develop more clearly their recording practice, and in particular the Electronic Social Care Record (ESCR).

7. Publication of report, Making a Difference: Reducing Burdens in Healthcare Inspection and Monitoring - The report outlines 55 actions to reduce or remove unnecessary or bureaucratic burdens from inspection and monitoring in the NHS. This is the fourth joint project between the Regulatory Impact Unit in the Cabinet Office and the Department of Health.

8. Departmental gateway controls

In response to concerns raised by the service, departmental gateway controls will shortly be extended to cover all non-routine communications and guidance issued by the chief medical officer and the chief nursing officer. Allied to this, is ongoing work to extend the gateway to cover arms length bodies (ALBs). These actions will further reinforce existing controls aimed at reducing levels of unnecessary bureaucracy, duplication, data collections and micro-management of the NHS by the centre.

9. Special educational needs-regional partnerships

The Department for Education and Skills has funded a network of special educational needs regional partnerships charged with maximising the life chances and educational outcomes of all children and young people by improving the way we work regionally. They offer a child-centred approach to the multi-agency planning and delivery of services.
