2004/5 information governance return (Gateway reference 3854) Information
governance covers information security (BS7799), Caldicott, confidentiality and
data protection, information quality and records management. The 2004/5 information
governance return (ROCR/OR/0119) brings together and replaces previous initiatives
in these work areas. Acute, primary care, ambulance, mental health and care trusts,
NHS Direct and special health authorities are required to complete the new return
by 31 March 2005. The new return is part of a web-based toolkit, which also provides
guidance for all NHS information governance areas. Available on the NHS web at

'NHS Employers' (Gateway reference 3879) Chief executives are being asked
to join a new organisation responsible for NHS workforce issues. 'NHS Employers'
will be launched on 31 October to conduct national negotiations, represent employers'
views and support employers. It will be represented by an assembly of 200 members,
which will be elected from across the NHS. An election process will begin shortly
to create the assembly and a policy board of 20 representatives. Chief executives
are encouraged to join the assembly to facilitate networking on workforce issues
at local level, as well as contributing to the development of the work programme.

New diabetes audit supports requirements in diabetes national service framework
(NSF) (Gateway reference 3877) The NHS information authority, commissioned
by the Healthcare Commission, has launched the national diabetes audit to improve
diabetes care through the collection and analysis of information across the country.
Chief executives are urged to encourage participation by primary care trusts and

Change for children programme (Gateway reference 3841) Primary care trust
(PCT) chief executives should note that the Children Bill had its second reading
on 13 September. Ten regional change advisors are being appointed to work with
local authorities, health services and other partners and will meet with local
authorities. Primary care trusts (PCTs) will also be invited to these meetings.

National minimum wage (Gateway reference 3851) The national minimum wage
increases from 1 October 2004 to £4.85 per hour. All employers will need
to ensure that they are paying the new rates as a minimum to all eligible staff.

Professor Aidan Halligan appointed as head of Irish health service executive The
Irish Government has announced the appointment of Aidan Halligan as chief executive
officer for the Irish health service executive from April 2005. Read

Improving primary care services for disabled people (Gateway reference 3769
and 3694) The Department of Health and Disability Rights Commission have published
guidance on improving disabled peoples' experience of primary care services and
meeting Disability Discrimination Act requirements. It includes a You Can Make
A Difference leaflet, aimed at primary care staff, and A Good Practice
Guide for Primary Care. The guidance refers to new access provisions, which
begin on 1 October 2004. Read

NHS cost recovery following personal injury compensation: consultation on the
draft regulations (Gateway reference 3818) A consultation by the Department
of Health on the regulations for the expanded NHS cost recovery scheme has now
