NHS and social care interest

1. Transfer of social services policy for children and teenage pregnancy to DfES

On Friday 13 June, the Prime Minister appointed Margaret Hodge as the minister for children, with wide ranging responsibilities for children's policy issues. Responsibility for social services policy for children and for teenage pregnancy policy was transferred from the Department of Health to the Department for Education and Skills. We are working with DfES to look at how best to develop the continuing links that will be needed between the two departments, including with child health policy, and on the forthcoming national service framework, as well as handling the interface issues with adult social care policy. In the meantime, DH staff working on children's social care and teenage pregnancy continue to have responsibility for those areas of work.

NHS interest

2. Implementation of new general medical services contract

GPs have voted to accept a new general medical services (GMS) contract. PCTs need to start preparing now to ensure the contract is fully implemented in all GMS practices from April 2004, with some elements in place beforehand. 3. Genetics white paper

The genetics white paper, Our inheritance, our future - realising the potential of genetics in the NHS, was launched on 24 June 2003.

It offers a vision of how patients could benefit in future from advances in genetics and sets out a comprehensive plan for preparing the NHS, including a £50 million investment of new money.

NHS staff will need to keep abreast of developments in genetics and how they might adapt their own services to make use of them.

4. Multiple sclerosis specialist nurses - central budget to support implementation of the MS Risk Sharing Scheme 2003-2006

A central budget for improving services for people with MS is available for the period 2003-2006 to support implementation of the MS Risk Sharing Scheme. The central budget will provide additional MS specialist nurses and other nursing support.

PCTs and their designated prescribing centres are invited to bid for funding. Further information regarding the application process is at www.doh.gov.uk/cebulletin/msnurse.htm

5. The role of PCTs in relation to learning and research in the new NHS - joint ministerial review (JMR)

The JMR is an important opportunity to gather opinion and understanding of the responsibilities of PCTs in supporting learning and research across health care professions and the whole of the NHS.

Matrix MHA Research and Consultancy are supporting the review using a two-stage questionnaire which is being sent to a targeted audience of stakeholders, including chief executives, across England, who have been selected based on their involvement with PCTs and/or learning and research.

6. NICE guidelines - infection control, head injury, preoperative tests
The National Institute for Clinical Excellence (NICE) has published guidelines on:

  • infection control - prevention of health care associated infection in primary and community care
  • head injury - assessment, investigation and early management of head injury in children and adults
  • preoperative tests - the use of routine preoperative tests for elective surgery.

7. NICE technology appraisals - implementing the guidance

8. Draft chaplaincy guidance - listening exercise

The draft chaplaincy guidance NHS Chaplaincy: meeting the religious and spiritual needs of patients and staff is now open to a listening exercise.

Please submit comments and suggestions by 26 August 2003 to www.doh.gov.uk/chaplain/

The Multi Faith Group for Healthcare Chaplaincy is a permanent body supporting the further development of health care chaplaincy and spiritual health care.

9. Mental Health Review Tribunal - changes to handling complaints and judicial reviews in the MHRT secretariat

From 1 July the liaison judge and regional chairmen of the Mental Health Review Tribunal (MHRT) have agreed that proceedings for judicial review and complaints should be handled by the MHRT Headquarters at Wellington House and not the regional offices.

The secretariat will be responsible for co-ordinating a central database for handling complaints and judicial reviews and will manage the process as appropriate.
