Joint letter from Sir Nigel Crisp and chief medical officer Sir Liam Donaldson
following the Better Regulation Task Force report Better Routes to Redress,
covering guidance on compensation claims and a change in Estatecode. Ministers
are strongly opposed to advertising by claims management or other legal
service providers that encourage people to make compensation claims. Available

NHS interest
2. Agenda for Change agreement signed off (Gateway
reference 4209)
Staff-side and management-side representatives met at the NHS Staff Council
on 23 November and reached a collective agreement to move forward on the
implementation of Agenda for Change. Agenda for Change will now be rolled
out across the country from 1 December with an effective date of 1 October
for most terms and conditions. The text of the final agreement and the
NHS terms and conditions of service handbook are now available on the

3. NHS Shared Financial Services (SFS) moves to joint
venture (Gateway reference 4192)
Health minister John Hutton has announced that the business process and
IT specialist Xansa will form a joint venture partnership with SFS, commencing
operations in April 2005. The partnership will support NHS organisations
in the drive to reduce costs and improve efficiency, ensuring funds are

4. NHS stop smoking services (Gateway reference

The former NHS smoking cessation services have been formally renamed NHS
stop smoking services. Local delivery plans for 2005-8 will include smoking

6. LAC (2004)27 - Change to adoption details for England
and Wales (Gateway reference 4187)
From 1 December 2004, the British Association for Adoption and Fostering
(BAAF) will be the new operator of the Adoption Register for England and
Wales. Along with the change of operator, there will be some important
changes to how the register operates.

7. Social services star ratings and performance assessment
framework performance indicators (PAF PIs) 2003-4 (Gateway reference
4190)
The Commission for Social Care Inspection (CSCI) has published, for the
first time, its social services star ratings plus the PAF PIs for 2003-4.
These responsibilities were formerly carried out for the Department of
Health by the Social Services Inspectorate and were transferred to CSCI
on 1 April 2004. The star ratings and PAF PIs for the 150 councils with
social services responsibilities are available on the CSCI internet site
at www.csci.gov.uk

8. The smoking epidemic in England (Gateway reference
4196)
This Health Development Agency study published 12 November estimates that
around 86,500 deaths a year in England are caused by smoking. The report
will be a valuable tool to aid local planning with estimates of smoking
prevalence for each PCT, showing the significant differences across the

11. Launch of UK Clinical Research Collaboration

12. Risk Adjusted Backlog Maintenance (Gateway
reference 3803)
Following consultation with the NHS, the technical monitoring definition
of the current backlog maintenance target is being revised with the introduction
of Risk Adjusted Backlog Maintenance. NHS organisations will need to reconsider
their estate strategies in terms of this new approach. Further details

13. Direct Payments (Gateway reference 4197)
The department, the British Banking Association and the Association of
Directors of Social Services have signed up to a standard letter designed
to help direct payment recipients open bank accounts. It can be adapted
to local needs and act as proof of capacity and/or address for banks.
