NHS interest

1. Disclosure of salary information by NHS senior staff

A letter from Nigel Crisp to all chairs setting out the Department's views on disclosure of information on remuneration in annual accounts is at www.doh.gov.uk/hrinthenhs/disclosure.htm

Chairs are asked to strongly encourage all senior staff to give their consent for information about their remuneration to be included in the accounts to be published in September 2003 and in future sets of accounts.

2. Practitioners with a special interest - setting up services

GPs, nurses and allied health professionals with special interests are beginning to play a major role in improving access to services for patients. The Modernisation Agency, the Department of Health and the RCGP have been taking a major lead in these developments and have produced a step by step guide and nationally agreed frameworks in key areas including emergency care, mental health, diabetes, child protection, epilepsy and dermatology.

3. Health service ombudsman Investigations completed report - August to November 2002

The Ombudsman published today her 'investigations completed' report covering August to November 2002. The report contains details of 63 investigations completed in the period and is at

It identifies two main issues - failure in communication and informed consent. A number of initiatives are being developed to address communication in various contexts and details of these are at www.doh.gov.uk/complaints/training.htm

Chief executives should ensure clinical directors are aware of the reports.

Social care interest

4. Statutory financial assessment for residential accommodation

Directors of social services and chief executives of care trusts are advised that a local authority circular, LAC(2003)8, announcing various changes to the statutory financial assessment for residential accommodation was published on the Internet at www.doh.gov.uk/scg/crag/ on 25 March 2003.

The changes include increases to the personal expenses allowance and capital limits. A fully revised copy of the Charging for Residential Accommodation Guide is also at this website.

5. Preserved Rights Special Grant Report and indicative grant allocations

The 2003-04 Preserved Rights Special Grant Report and indicative grant allocations are at www.doh.gov.uk/preservedrights/index.htm

The allocations are based on returns made by councils and relate to the number of preserved rights clients councils had responsibility for on 30 September 2002. Councils are urged to check these figures as recorded on this site. As there are no conditions attached to the 2003-04 preserved rights grant it will not need to be audited.

Councils should send comments regarding the Special Grant Report or caseload figures to Pardeep Dhesi at pardeep.dhesi@doh.gsi.gov.uk Deadline: 25 April 2003.
