NHS interest

1. NHS performance ratings - acute trusts 2000/01
Patients and the public have a right to know how well NHS organisations are performing. Different NHS organisations also need to know how well they are doing in comparison with others, so that successes can be shared and weaknesses can be identified and acted upon. The NHS Performance Ratings represent, for the first time, a high level summary of the overall performance of non-specialist acute NHS hospital Trusts (general hospitals) against a number of key targets. In this first year of Performance Ratings we are only covering acute hospital Trusts on a limited range of measures. Our focus for this year is limited to a number of indicators largely related to the experience of NHS patients.

The system is not primarily a commentary on the quality of clinical care although indicators relating to clinical negligence, deaths in hospital and emergency re-admission rates are included. A poor performance rating does not necessarily mean that Trusts are failing to provide a good standard of care to their patients but that the overall patient experience is poor.

2. Information Security - Protecting NHS Information and IT Services
The Department of Health has responded to urgent advice from government by reviewing and further strengthening its arrangements for the management of risks to the NHS's core information technology infrastructure and its national information services.

Chief Executives of NHS Trusts, Health Authorities, Primary Care Groups and Trusts should similarly reconsider the risks to their information systems. In particular 'single points of failure' should be identified and plans made to ensure business continuity, recovery processes and above all patient safety.

3. Advance Letter AL PAM (PTA) 2/2001 Introduction Of AHP Consultants
The Strategy for Allied Health Professionals Meeting the Challenge set out a commitment to develop AHP Consultant Posts in the NHS to provide new career opportunities for experienced and expert staff.

4. Extension Of Independent Nurse Prescribing To More Nurses
This note is to inform you that the English National Board for Nursing, Midwifery & Health Visiting (ENB) approved the outline curriculum for the extended nurse prescribing training course on 3 September. The ENB also issued an Education Policy Letter (EPL/2001/01/TL) on 3 September, which can be seen on the ENB website, www.enb.org.uk/epl0101.htm

5. New Leadership Programme for executive directors
The new Leadership Programme for executive directors is a one-week development event that will run from Monday 14th January (midday) to Friday 18th January, 2002 at Leeds University Business School.

The event is part of the first nationally-commissioned programme from the Centre. It will focus on leading complex health services in rapidly changing environments. It aims to broaden awareness and understanding and allow directors to assess their longer term development needs. It is suitable for those thinking about a career move either to a more complex director role or a chief executive post. The programme is being provided by the Kings Fund, Leeds University Business School and the Nuffield Institute for Health and is fully funded by the centre. It will cover a range of issues including leading complex organisations, strategies for organisational change, and planning personal development needs. There will also be presentations and discussions with leading thinkers and practitioners on national and international policy perspectives.

Further details are available in an advert in the Health Service Journal dated 27 September and in a leaflet circulated to chief executives and available through the Leadership Centre. Directors wishing to take part should send a summary of their CV, a short letter setting out how they will benefit from taking part and a letter of support from their chief executive. 6. A New Scheme For The NHS supply of Gluten Free Foods in England
Please bring to the attention of GP Prescribing Advisors, Pharmaceutical Advisors and Finance Directors.

The Cabinet Office Regulatory Impact Unit (RIU) published a report "Making a Difference: Reducing General Practitioner (GP) Paperwork" on 19 March 2001. One of their recommendations, which the Government has accepted, was that, from December 2001, GPs will no longer need to issue repeat prescriptions for gluten free foods.

A consultation paper which can be accessed at www.doh.gov.uk/glutenfree sets out the Department of Health's proposals for implementing that recommendation. The Department is committed to the main points of the scheme, but welcomes suggestions for improvement, and comments on some areas of detail, which are indicated in the text. Comments must be received by Friday 12 October.

7. National Adult Heart and Lung Transplant Service
This document sets out the Government's proposals for developing a national heart and lung transplant service for England, Wales and Northern Ireland as part of the programme to modernise the NHS as set out in the NHS Plan.

It seeks views on whether the quality framework proposed is appropriate, how the service can best be organised to maximise the number of transplants available, ways to improve the working conditions of staff, how to ensure a consistent and sustainable service, and how to achieve the best possible outcomes for patients.

8. Guidance on free nursing care in nursing homes - HSC 2001/017: LAC (2001)26
25/09/2001 - This circular advises on:

  • the NHS's responsibilities for arranging care by a registered nurse for some people in nursing homes from 1 October 2001;
  • the arrangements for transferring responsibility from councils to the NHS from 1 April 2003 for the care by a registered nurse of nursing home residents; and
  • the arrangements for the care by a registered nurse of nursing home residents with preserved rights to higher rates of income support, whose residential care management and nursing care will be transferred to councils from 8 April 2002 and whose nursing care will become an NHS responsibility from 1 April 2003.

9. Preserved Rights Out Of Area Top-Up Cases - Data Collection Exercise
On 5th September 2001, the Department for Work and Pensions wrote to local councils with social services responsibilities asking for details of names, dates of birth, address, and local authority geographical location of preserved rights clients. Please ensure that the information requested is being collated in time for DWP's deadline of Monday 8th October 2001.
On the basis of this information, DWP will compile and issue to councils with details of clients who are being topped-up out of area.

In addition, Department of Health will shortly publish on its website details of the number of PR cases that each council will become responsible for from 8 April 2002. This takes account of information supplied to Department for Work and Pensions by LAs about the number and location of preserved rights clients they are topping-up in other councils' areas.

10. LAC (2001)24: Guidance to the Foster Placement (Children) and Adoption Agencies Amendment (England) Regulations 2001 - SI 2001/2992
26 September 2001 - This guidance is issued to local authorities under section 7of the Local Authority Social Services Act 1970. It follows Circular LAC(97)20 on the Children (Protection from Offenders)(Miscellaneous Amendments) Regulations 1997 and LAC(99)35 on the Children (Protection from Offenders)(Amendment) Regulations 1999. The Circular outlines further significant changes in the effect of a conviction or caution for a specified offence on foster carers and prospective adopters.
