The NHS Cancer Plan The challenge of cancer - More than one in three people in England will develop cancer at some stage in their lives. One in four will die of cancer. This means that, every year, over 200,000 people are diagnosed with cancer, and around 120,000 people die from cancer. So better prevention of cancer, better detection of cancer, and better treatment and care, matter to us all. The Cancer Plan sets out the first comprehensive national cancer programme for England. It has four aims:
For the first time this plan provides a comprehensive strategy for bringing together prevention, screening, diagnosis, treatment and care for cancer and the investment needed to deliver these services in terms of improved staffing, equipment, drugs, treatments and information systems. Increasing Medical Student Numbers in England The chairmen of the Joint Implementation Group, which advises the Higher Education Funding Council for England on the allocation of extra medical student places in England, have written to all Higher Education Institutions in England inviting them to submit, in conjunction with their principal NHS partners, proposals for the admission of additional medical students. HAs, NHS Trusts and PCGs/PCTs which could be involved in the provision of additional clinical placements will need to be engaged through provision of financial and other information for inclusion in HEI proposals. A copy of the letter and documentation can be obtained by e-mailing ian.mallett@doh.gsi.gov.uk. This exercise has been approved by the Review of Central Returns (RoCR) Steering Committee. 3. Ward Environment Budgets and Purchasing Card Pilot £25 million of non-recurrent revenue funding was allocated direct to NHS trusts and primary care trusts on 27 September to help introduce ward environment budgets from 1st October this year. The Secretary of State announced ward environment budgets at the Royal College of Nursing Congress earlier this year. All wards can have a budget directly under the control of the sisters and charge nurses that manage the ward. Each budget will be worth a minimum of £5,000 in 2001/02. All hospitals must establish ward environment budgets with effect from 1st October this year so budgets of at least £2,500 will be available to nurses for the remainder of the current financial year. The budgets can be spent on whatever ward sisters/charge nurses consider will best enhance and humanise patient care or improve the working lives of staff. This includes improvements and repairs to the ward itself, medical and non-medical equipment, and consumables. The one restriction is the budgets cannot be spent on staff pay costs or other staff related costs such as training. The Secretary of State this week also launched a pilot project that will see NHS Purchasing cards issued to over 250 ward sisters and charge nurses. They will be able to use these cards to spend money from their ward environment budgets. Further guidance will be available on the Internet at www.doh.gov.uk/pointh.htm ward environment budgets. 4. Audit Commissioner (Health) We are seeking a replacement for one of 4 health members of the Audit Commission, which is an independent body established to appoint auditors to local authorities and health service bodies. Among the Commission's primary objectives are to improve economy, efficiency and effectiveness. You will be a Chief Executive of a NHS Trust in England. There will be a commitment of 1-2 days per month for a term of three years. Remuneration based on one day per month would be £3,500. The closing date for the return of applications is 25 October. The Protection of Children Act 1999 - a practical guide to the act for all organisations working with children The Protection of Children Act is an important first step towards the aim of establishing a framework scheme for identifying those people considered to be unsuitable to work with children. Supporting People - the Commissioning of housing and support services - new report available Supporting People will mean fundamental changes to the funding and commissioning framework for support services for vulnerable people. From April 2003 the cost of housing support will be met directly from local authorities (housing and social services) working in partnership with the NHS and the probation service. It will mean the development of new local strategies and the joint commissioning of local services. The groups covered by Supporting People are wide ranging and include older people, people with mental health problems and learning disabilities, homeless people with support needs and ex offenders. Work on the changes is being led by DETR working with DH, other government departments and other stakeholders including local authorities, providers and users. As part of the preparation for the new changes the National Housing Federation (NHF) runs a preparation project funded by HACT (Housing Associations Charitable Trust) and the National Lotteries Charities Board. A report - Commissioning of Housing and Support services - is available which highlights good practice in joint commissioning based on research in four areas - Manchester, Hampshire, Bristol and Camden.
