Action On programmes - general surgery, plastic surgery and urology The NHS Modernisation Agency is launching three new Action On programmes covering general surgery, plastic surgery and urology. Bids to be a pilot site are invited for plastic surgery and urology. The closing date is 7 March 2003. Further details about general surgery will be available shortly. 3. Health clearance for serious communicable diseases - draft guidance for consultation This consultation introduces additional health clearance measures for serious communicable diseases (HIV and hepatitis C) for health care workers new to the NHS. The measures are not intended to prevent health care workers infected with blood-borne viruses from working in the NHS, but to restrict them from working in those clinical areas where their infection may pose a risk to patients in their care. Expansion of diagnosis and treatment centre programme Health secretary Alan Milburn announced the expansion of the diagnosis and treatment centre (DTC) programme on 23 December 2002. The expanded programme is expected to deliver an additional 250,000 operations a year by 2005. It includes 12 new NHS DTCs and 11 locally-led DTCs to be run by the independent sector either working alone or in a joint venture with the NHS. A national procurement exercise was also announced for a series of chains of DTCs to be run by the independent sector to fill gaps in capacity identified in cataracts, simple day-case surgery and orthopaedics (knees and hips). All DTCs included in the expanded programme are due to be open by 2005. Joint CHI and Audit Commission reviews Joint CHI and Audit Commission reviews of progress with the coronary heart disease (CHD) NSF will take place in 2003/04. The aim is to support the NHS and partners in improving services for those with CHD and in reducing the burden of the disease. Each review will focus on a local population and the PCTs, NHS hospitals, ambulance services and local authorities that serve them. Organisations in the selected communities will be notified from January 2003, with the first reviews starting in April 2003. Local reports and a national overview will be produced. Organising a breast screening programme This publication replaces the national guidance, Organising Assessment. It sets out the principles for the organisation of local breast screening programmes, including criteria to enable screening to be carried out to quality assured standards. It responds to concerns about the quality of some breast screening programmes which do not fit the typical model recommended in earlier guidance. Nurses agency regulations and national minimum standards - transitional arrangements LAC (2002)20 This circular sets out the action local authorities need to take to ensure the transition from licensing under the Nurses Agency Act 1957 to registration with the National Care Standards Commission (NCSC) from 1 April 2003. It also requests information on current licensing activity within councils. Chief executives of local authorities should bring the circular to the attention of the relevant staff to ensure the necessary action is taken.
