1. Working time proposals for junior doctors - 23 September
2004 (Gateway reference 3901)
The European Commission has published proposals to amend the Working Time
Directive (WTD). Current interpretations of working time remain a legal
requirement until any amendments to the WTD come into effect. The earliest
that the directive could be amended is 2006. The full text is available

2. Funding of technology appraisal guidance from the
National Institute for Clinical excellence (NICE) (Gateway reference
3870)
The Department of Health has agreed to waive the three-month direction
for NICE Appraisal No 83, Guidance on the use of Laparoscopic Surgery
for Inguinal Hernia. Details of the direction are available. Read

Social care interest
3. Department of Health preparations for winter (Gateway
reference 3891)
The Department's programmes and performance director Duncan Selbie has
written to strategic health authorities (SHAs) (copied to directors of
social services via this bulletin) outlining expectations about preparations
for winter, including information reporting and communications. It sets
out seven key areas to be addressed, including operational readiness and
joint arrangements made by the NHS and social care. Read

4. Formal data collection requirements for 2004/5
and 2005/6 (Gateway reference 3913)
Information contacts in local authorities have been sent two joint Department
of Health and Department for Education and Skills letters containing formal
notification of the social services data returns authorities are required
to make for 2004-5. They also detail changes and additions to routine
data collections for 2005-6. Further information, including details of
how data should be returned, is included in these letters.

5. HIV and infant feeding: guidance from the UK chief
medical officer's expert advisory group on AIDS (Gateway reference
3406)
This is updated guidance (September 2004) for health professionals who
advise HIV-infected pregnant women. It reaffirms advice about avoidance
of breastfeeding to prevent HIV transmission to babies by this route.
