NHS and social care interest
1. Department of Health's arm's length bodies (ALB)
review - implementation framework (Gateway reference 4204) and HR
framework (Gateway reference 4225)
In July, the Secretary of State announced the conclusions of a review
of the 38 bodies operating at arm's length from the department. The implementation
framework sets out the principles, processes and timescales to implement
the ALB change programme.

The national HR framework for the ALB Review has also been published as
part of the implementation programme. This lays out the high-level HR
principles to be followed during the ALB change programme, the support
and guidance available to ALBs, and the governance arrangements in place.

NHS interest
2. New NHS health check from 2006 (Gateway reference
4242)
The Healthcare Commission has launched its consultation on proposals to
introduce a new health check for the NHS, which will replace 'star' ratings
from 2005/6, but will still provide an annual rating of performance. Its
consultation document Assessment for improvement proposes a new approach
to assessing NHS and independent healthcare sector performance. Understanding
the standards outlines the suggested elements, prompts and evidence that
could be used to show how organisations are meeting the standards. The
patient/public summary draws together information directly applicable

3. Draft general ophthalmic services and supplementary
list regulations (Gateway reference 4241)
Following queries from the service regarding the commencement date of
these regulations, we would like to assure you that no date has yet been
set. Work is continuing on the draft regulations and they are not expected
to be in force before the middle of January 2005. The department will
be issuing guidance and transitional measures will be put in place to
allow PCTs time to implement the arrangements.

4. Safety Alert Broadcast System (SABS) (Gateway

The Chief Medical Officer has asked all NHS Trusts and PCTs in England,
as a matter of urgency, to re-examine their organisation's responses on
the Safety Alert Broadcast System to ensure that these reflect accurately
their organisation's implementation of each alert. For more information

The appointment of the AHP leader has now been confirmed as Janet Dowsett,
a superintendent radiographer who is currently a clinical services manager
with Southampton University Hospitals NHS Trust. Janet spent four years
as a business development manger with GE Medical Systems.

7. Consultation on draft statutory guidance on the
role and responsibilities of the director of children's services (DCS)
and the lead member for children's services (LM) (Gateway reference

Consultation on draft statutory guidance on the roles and responsibilities
of the DCS and LM began yesterday. The consultation period runs for 12
weeks to Friday 18 February and is being conducted via the Department
for Education and Skills (DfES) e-consultation site at www.dfes.gov.uk/consultations/

9. Social Exclusion Unit consultation (Gateway

The Social Exclusion Unit has launched a project to improve the delivery
of mainstream services - including health and social care - to disadvantaged
adults, focusing on disabled people and people with long-term health conditions,
people with poor basic skills and certain ethnic minorities. The consultation
