1. Health and Social Care Change Agent Team - Annual Report

This is the first annual report on the work of the H&SC Change Agent Team in helping local health and social care communities to make sustainable reductions in the number of delayed discharges (averaging 24% in 25 areas, in context of a 14% reduction nationally).

It sets out the work of the team during 2002/2003 and summarises the key messages and learning points. The report is for use as a reference and includes areas of good practice and where to find out more.

2. Making Amends - A consultation paper setting out proposals for reforming the approach to clinical negligence in the NHS

The chief medical officer Professor Sir Liam Donaldson has published his report into clinical negligence in the NHS. The report makes a series of recommendations for consultation - including the establishment of an NHS Redress Scheme managed by NHS trusts and a successor to the NHS Litigation Authority.

The NHS Redress Scheme will assure effective investigations when things go wrong, explanations and apologies, care and rehabilitation when needed and financial compensation where appropriate.

3. Chlamydia screening programme roll out - expressions of interest for phase II.

Phase I of roll out as outlined in the national sexual health strategy is already underway. The Department of Health is seeking expressions of interest via chief executives for the second phase of the programme, which will extend opportunistic screening to young women as well as promoting greater uptake of testing amongst men in non-traditional settings.

4. Consultation exercise on children's national service framework extended

On 10 April 2003 the health secretary launched Emerging Findings. This document sets out some of the early thinking on the development of the National Service Framework (NSF), for children, young people and maternity services.

The deadline for your comments on Emerging Findings has been extended from 10 July 2003 to 10 August 2003.

5. Tackling Health Inequalities: A Programme for Action - the programme, published on 2 July 2003, sets out a three-year plan to carry forward the recommendations in the 2002 cross-cutting spending review on health inequalities.

6. Transfer of secretariats - The secretariats of the UK Advisory Panel for Health Care Workers Infected with Blood-Borne Viruses (UKAP) and of the Creutzfeldt-Jakob Disease Incident Panel have recently both been transferred from the Department of Health to the new Health Protection Agency (HPA).
