2. Electronic booking service final implementation strategy (Gateway reference 2386)
A comprehensive explanation of the areas that need to be addressed to enable local health communities to deliver electronic booking has been announced. For immediate action is Phase Two: Organisational Readiness which incorporates tasks that must be completed to ensure that NHS business processes, systems and people are ready to use the electronic booking service. Early adopters will go live in summer 2004 and electronic booking will then be rolled out to the NHS via five geographical clusters by the end of 2005.

3. Charging overseas visitors for hospital treatment in England and Wales - amendments (Gateway reference 2394)
The interim manual of guidance issued in July has been amended as follows:

  • From 1 December 2003 the Home Office will provide a helpline and a secure fax service for NHS trusts to interpret travel documents. Full details are on page 23
  • Page 12, item (p) should be deleted
  • Page 12, Regulation 5 (d) "people" should be replaced with "nationals".

Social care interest

4. Draft community care assessment directions to local authorities (Gateway reference 2416)
These were published for consultation on 1 December. The Government committed to issuing the directions during the passing of the Community Care (Delayed Discharges etc.) Act 2003. This commitment was to ensure that existing guidance on involving users and carers in care planning was set into a legal framework. They are the first use of the direction making powers of section 47 of the National Health Service and Community Care Act 1990. Comment on the draft directions are invited by 20 February 2004. 5. Contacts information still required urgently for Department of Health database (Gateway reference 2096)
The final deadline for access director contact details (directors who are responsible for one or more aspects of access, such as booking or choice) based at NHS Trusts, Primary Care Trusts and Strategic Health Authorities in England is extended to 12 December 2003. Currently only 38 per cent of NHS organisations have responded. A reply form is at www.doh.gov.uk/cebulletin/contactsinfoupdate.htm

7. Increasing senior house officer numbers to support Modernising Medical Careers pilots (Gateway reference 2370)

8. Patient and public involvement (PPI) forums (Gateway reference 2413)

11. Implementation of pilot schemes: (personal dental services) (amendment) directions 2003 (Gateway reference 2406)
Amendment directions came into force on 3 December in relation to the Patients' Forums (Functions) Regulations 2003 to provide for the entry and inspection of premises where personal dental services are provided. More at www.doh.gov.uk/dental/directionsdental3dec03.pdf

 

12. Model performance management framework (PMF) for local strategic partnerships (LSPs) launched by the Neighbourhood Renewal Unit (Gateway reference 2408)
Of particular relevance to PCT partners in LSPs receiving neighbourhood renewal funding. These LSPs must use a PMF to assess their performance. The requirement for annual re-accreditation no longer exists. More at www.neighbourhood.gov.uk/partnerships.asp
