Gateway reference numbers

The 'gateway reference' number, which now appears after every item in the chief executive bulletin, confirms that both the article and any accompanying documents have been through the gateway process. The Gateway controls the volume of new targets, plan requirements and guidance generated by the Department of Health to reflect new ways of working and reduce the burden of bureaucracy on the NHS.

NHS interest

1. The Care Homes (amendment No 2) Regulations 2003 (gateway reference 1934)

These regulations came into force on 1 September 2003. Managers of care homes providing nursing care have new responsibilities to give information about the fees that are payable and the amount of any registered nursing care contributions (RNCC) payable by a PCT on behalf of service users. PCTs must respond promptly to requests so that service users and care homes can be advised of the outcome within 28 days.

2. Choice consultation (gateway reference 1918)

The consultation on choice, responsiveness and equity was launched on 1 August. John Reid announced the consultation themes at the Chief Executives Conference today. The consultation is supported by a resource pack entitled Fair for all personal to you. SHAs are asked to coordinate the views of local communities, including frontline staff, and provide feedback. Eight national task groups will report by mid November and other stakeholders are being invited to facilitate debate amongst their members and contribute ideas. 3. Reforming NHS pharmacy legislation - consultation (gateway reference 1909)

Further details of proposed changes to NHS pharmacy legislation were published on 29 August. 4. Pharmaceutical price regulation scheme - consultation
(gateway reference 1523)

This consultation was launched on 2 September 2003 and its closing date for comments is the 31 October 2003. 5. Neonatal intensive care (NIC) - additional revenue funding (gateway reference 1930)

Additional recurrent funding (£12million this year increasing to £20m thereafter) is being provided to PCTs to improve provision of neonatal care. PCTs need to work closely with specialised commissioning groups (SCGs) to take forward plans, which include increasing provision nationally and the establishment of managed clinical networks for neonatal care.

6. Management of latex allergy in the NHS - survey (gateway reference 1876)

Chief executives are asked to ensure that their trust completes a questionnaire on provision by the NHS for patients and staff who are allergic to latex in health care products. Latex allergy has been raised by patients as a serious safety issue and is increasing significantly among staff (National Audit Office report, April 2003). The survey, which has been developed in consultation with the Department of Health, comes from the National Patient Safety Agency, working in conjunction with the Latex Allergy Support Group and the National Association of Theatre Nurses. Flu immunisation campaign (gateway reference 1863) - the campaign launches on 1 October with TV and press advertising featuring Henry Cooper, and advertising on other media such as buses, pharmacy bags and online. 9. Flu vaccine uptake monitoring 2003-2004 (gateway reference 1761) - letters have been distributed to flu vaccine co-ordinators in each PCT reminding them of the uptake monitoring programme. It will be carried out again by the Health Protection Agency Communicable Disease Surveillance Centre on behalf of the Department of Health. More information from influenza@phls.org.uk
