NHS interest

1. National staff opinion survey

This is a reminder that all trusts are required to conduct the national staff opinion survey. The deadline for return of the results is 31 March 2003.

2. Statement on internal control (SIC)/controls assurance reporting 2003

3. Hospital episode statistics (HES) data quality sign-up

This year the chief executives sign-up on HES data quality is being linked to the 2002 calendar year, which will be used for performance ratings released in summer 2003. The sign-up documents and guidance can be found at www.doh.gov.uk/hes/quality_zone/ .

HES based performance ratings will be calculated on data submitted to the NWCS by 28 February 2003. It is very important that clinical data, and that used for record linkage (NHS number, date of birth, postcode and gender), is as complete as possible by this date.

4. Suspension of hospital doctors and the NCAA

This is a reminder that if you have serious concerns about the performance or conduct of a doctor, you should consult with the National Clinical Assessment Authority before suspending. If there is a danger to patients and suspension is the only way to ensure safety, you should take immediate action to suspend.

Where a doctor has been suspended for more than 6 months, trusts should notify RDPH's. This will enable the matter to be referred to Ian Stone, who is working with trusts to help them to avoid prolonged periods of suspension.

5. Primary care prescribing and budget-setting 2003/04-2005/06

PCT chief executives, finance directors and prescribing advisers are asked to take note of the Department of Health's guidance on prescribing budget setting. This guidance document offers advice to PCTs on calculating resources for prescribing and setting prescribing budgets for practices for the next three years.

6. The Victoria Climbié Inquiry Report

The Victoria Climbié Inquiry Report was published on 28 January. The report runs to some 400 pages and has 108 recommendations. A copy of the report is available at

Multiple copies of the summary report will be sent to all area child protection committees for onward distribution to their constituent member agencies.

Letter from the Secretary of State for Health about immediate and follow-up actions have been sent to CE's of local authorities and health bodies, on 28 January.

7. Application to become a pilot children's trust

All local authorities are invited to submit applications to become a children's trust pilot. The Guide to Children's Trusts, (www.doh.gov.uk/childrenstrusts/piloting.htm), outlines the policy and process involved. All applications must be received by 31 March 2003. 8. Community care (delayed discharges etc) bill - consultation on regulations

Two sets of draft regulations have been published for consultation:

1. regulations relating to local authority reimbursement of the NHS for delayed hospital discharges
2. qualifying services regulations relating to the removal of local authorities' power to charge for certain community care services.
