1. NHS Childcare Toolkits

As part of the NHS Childcare Strategy we have produced a toolkits giving guidance on developing childcare for NHS staff. A toolkit will be sent to all HR Directors in the next few days. The toolkit spells out the vision for the NHS Childcare Strategy, provides information on how to apply for funding for capital projects, and contains useful information on other aspects of providing childcare for staff including contact details of childcare organisations. 2. Single-Use Instruments for Tonsil and Adenoid Surgery.

On 4 January 2001 the Minister of State for Health announced that, in addition to an investment of £200m in improving decontamination facilities in the NHS, the Department of Health would, in 2001/02, be funding the introduction of single-use instruments for tonsil and adenoid surgery. The NHS Purchasing and Supply Agency have conducted a full OJEC tender on behalf of the NHS and with the involvement of Theatre Nurses, Sterile Service Managers, the British Association of Otorhinolaryngolygists (BAO) and a number of surgeons, who evaluated the products in use, have awarded contracts for supply via NHS Logistics Authority.

3. General Anaesthesia for Dental Treatment in a Hospital Setting with Critical Care Facilities

A letter from the Chief Dental Officer dated 31 May 2001 sets out that all general anaesthesia for dental treatment should be provided in a hospital setting with critical care facilities in the NHS by 1 January 2002 and for the private sector by 1 April 2002. The letter can be found at: www.doh.gov.uk/dental/ and sets out the meaning of the terms 'hospital setting' and 'critical care facilities' in this context. This will implement the major recommendation of the CMO/CDO report A Conscious Decision (July 2000 ).

The guidance in the letter should inform local decisions on the future provision of general anaesthesia for dental treatment and be used by healthcare providers in both the public and private sectors in their planning work.

Chief Executives of Health Authorities , NHS Trusts and Special Health Authorities must bring this letter to the attention of their Directors of Anaesthetic Services and their Directors of Dental Services immediately.

4. Modernising NHS Dentistry - Implementing the NHS Plan: Further Guidance for Health Authorities (7 June 2001)

The document sets out for Health Authorities the actions required to implement further stages of the NHS Plan for NHS dentistry and covers implementation of Quality Assurance Systems in the GDS, the Modernisation Fund and the commissioning of extra capacity from the GDS to meet target in the NHS Plan; and summarises the current position on out-of-hours provision. The document sets out what Directions are expected to say when issued soon after 21 June 2001.

5. Controls Assurance Statements 2000-2001: Clarification of Controls Assurance Requirements for Primary Care Trusts

Correspondence is now available on line from the Head of Controls Assurance confirming the Controls Assurance requirements for Primary Care Trusts established in 2000 and 2001.

The correspondence is intended to clarify the reporting requirements for 2000-2001 (year ended 31 March 2001). For this reporting cycle only Primary Care Trusts established 1 April 2000 or 1 October 2000 are required to produce a baseline self-assessment and action plan against the Controls Assurance Standards. Results are to be returned no later than 31 July 2001 in line with HSC2001/005.

Primary Care Trusts established 1 April 2001 should be working towards attaining Level 1 of the 'control and risk maturity matrix' for reporting year 2001-2002 (year ending 31 March 2002). These Primary Care Trusts will be required to report no later than 31 July 2002.

6. Implementing the NHS Plan: A "fully booked" NHS- 21st June 2001

An invitation to Chief Executives of Trusts, Primary Care Orgnaisations and Health Authorities

Following initial communication sent to Regional Directors about this event, Sue Jennings has received feedback from three Regional Offices that the proposed date for the Chief Executive conference clashes with important events being held within the region.

We have therefore decided that it would be appropriate to postpone the Chief Executive conference until early October, and link it in with the launch of the "Moving to Mainstream" Booked Admissions programme.

I would like to apologise to all those who had already responded to the invitation and will ensure that revised details are posted within the next two weeks.

7. Preferred Supplier of New NHS Human Resources & Payroll System

Following successful contract negotiations, a consortium headed by McKesson HBOC with Oracle, PricewaterhouseCoopers and IBM on sub contract has been selected as preferred supplier to test the new HR and Payroll system for the NHS.

The Department of Health is planning to announce this next week. The introduction of a new HR and Payroll system is part of the Shared Services Initiative that was launched in October 1999 and is managed and co-ordinated by the Shared Services Task Force.

At the core of the Initiative is the idea that new technologies offer the opportunity to

  • make better use of scarce skills,
  • provide information and services more efficiently,
  • bring down the cost of administration in the NHS so that more of the health service's resources can be devoted to direct patient care.

The introduction of a new integrated human resources and payroll system provides a major step in delivering these aims. The new system - Oracle HRMS - is designed to replace the existing 25-year-old Standard Payroll System (SPS) and will for the first time provide the NHS with an integrated human resources and payroll package. The Shared Services Taskforce will now finalise negotiations with the McKesson consortium ahead of the planned testing and piloting of the system.

9. LIFT Workshops

A series of NHS LIFT (NHS Local Improvement Finance Trust) workshops will take place in July at:

Bristol - Tuesday 10 July

Leeds - Tuesday 17 July

London - Tuesday 24 July

Manchester - Thursday 26 July

The workshops will be an all day event and will cover the following topics:

LIFT plc;

Creating a strategic service development plan;

Learning from the Newcastle and North Tyneside experience;

Delivering the NHS Plan's Access targets;

Stakeholder Involvement and decision-making;

10. Local Information Planning Guidance

LAC (2001)9 announced a capital grant of £16,666 for improving information management in social services, and authorities were asked to submit local information strategies and capital investment plans to the Department of Health by 1 October 2001.
