1. Practice-based commissioning (Gateway reference
3931)
The Department of Health's latest thoughts on practice-based commissioning
were published this week. These thoughts are being 'road-tested' with
the NHS, with the intention of publishing guidance in November. PCTs should
discuss this paper with their practices and any feedback should be sent
to pbc@dh.gsi.gov.uk by 28 October.

2. LAC (2004)25: charges for residential accommodation
guidance (CRAG) amendment no. 22 (Gateway reference 3894)
This local authority circular (LAC) announces the disregard for Student
Childcare Grants for NHS-funded students and for Age Related Payments
to pensioners over 70. It also reminds councils that the Skipton Fund
payments came into force on 12 May 2004, that the updated examples of
the savings disregard are now available on the charges website and that
from 29 October, housing benefit is payable to people who enter residential
accommodation for a short period. Read

ways. It aims to assist local authorities and their partners in delivering
one of the key requirements of the Valuing People white paper, and will

4. Personality disorder: no longer a diagnosis of
exclusion (Gateway reference 3929)
This document, published in 2003, set out a new vision for personality
disorder services. The attached letter describes action being taken to
implement the vision, including significant new funding and innovative
pilot services. It also emphasises the growing role of PCTs as commissioners

5. NHS leadership qualities framework (LQF) - good
practice guide (Gateway reference 3757)
Following successful implementation of the LQF at 37 NHS pilot sites,
the NHS Leadership Centre has launched a free, step-by-step handbook to
help with implementation of the LQF and develop staff leadership skills.

6. Establishment of directorate of health partnerships

7. Interviews with NHS staff - system reform: behaviours
and relationships (Gateway reference 3896)
The Department of Health has commissioned an independent research company
to interview NHS staff. The research will take place over four phases;
phase one begins this month with primary care and foundation trust staff.

This good practice document has been produced to support those involved
in the development and implementation of PwSI schemes and includes the
examination of a number of risk areas associated with the extension of
