1. HSC 2000/028 Resuscitation Policy

NHS Trust chief executives are asked to ensure that appropriate resuscitation policies which respect patients' rights are in place, understood by all relevant staff, and accessible to those who need them, and that such policies are subject to appropriate audit and monitoring arrangements.

3. Addressing poor clinical performance in the NHS: The National Clinical Assessment Authority

The New National Clinical Assessment Authority (NCAA), to be established from 1, April 2001, is a key part of the drive for uniformly high standards of treatment and care throughout the NHS.

Following a recent announcement in the NHS Plan a Special Health Authority is being created to which NHS organisations can refer doctors for assessment, advice and support where concern has been raised about clinical performance. The national body will:

- provide good practice guidance on handling cases locally

- design nationally agreed methodologies for assessment

- designate regional assessment and training centres

- maintain lists of accredited assessors

The Secretary of State for Health is looking to appoint a lay Chair, a Medical Director (who will lead the organisation) and a number of non-executive Directors to the NCAA national board from October 2000 onwards.

4. HSC 2000/029 HIV/AIDS Services 2000/2001 Allocations and Action Required: 2000/01

This HSC sets out the transitional arrangements for implementing the new residence based allocation formula for HIV/AIDS allocations, (as previously notified in AWP(00-01) HA 32), and for HIV prevention in 2000/01.

For HIV/AIDS treatment and care it

  • sets out the steady state arrangements, for 2000/2001
  • requires health authorities to collectively streamline the contracting arrangements for each NHS Trust;
  • emphasises the need to maintain open access GUM services;
  • sets out the arrangements for commissioning specialised services for HIV/AIDS treatment and care from 2001/2002.

For HIV prevention it reminds Health Authorities that the HIV prevention budget provides the funds for antenatal HIV testing. A progress report should be included in AIDS (Control) Act reports for 1999/2000.

Finally, it requests:

  • outturn reports on HIV prevention funds;
  • AIDS (Control) Act returns.

5. LAC(2000)19 Drug And Alcohol Specific Grants 2000/2001

New specific grant for services for drug misusers

We are seeking bids for the "new" drug and alcohol specific grant for providing services for drug misusers. The grant aims to speed up and improve access to services for substance misusers; and support substance misusers, including those with dual diagnosis, in overcoming their problems, enabling them to lead healthier, crime-free lives. Up to £2m will be available in 2000/01. Joint proposals across two or more local authorities will also be considered. Neither local authorities nor voluntary organisations will be permitted to carry forward monies to later years - all monies must be spent by March 2001.

From 1st April 2001 a new National Treatment Agency (NTA) will be set up to oversee the provision of treatment services for drug misusers. This aims to achieve a step change in treatment programmes in order to increase the numbers of drug misusers accessing treatment. Funding streams after 2000/01 will come through the NTA and more details will be made available nearer the time.

"Old" specific grant for drug and alcohol services

£1.78m has been allocated to the "old" Drug and Alcohol Specific Grant for 2000/01. Bids will not be sought. The Department of Health in conjunction with the Government's Rough Sleeper Unit, has approached local authorities and voluntary organisations in areas that require further development of relevant services, and is working with them in developing suitable schemes to support the development of projects providing services for people with drug and/ or alcohol problems who are sleeping rough in areas
