1. ADVANCE LETTERS: Healthcare Pharmacists Pay for 2000/01 and 2001/02

These Advance Letters set out the agreements on increases in national salary scales and London Allowances for healthcare pharmacists for 2000/2001 and 2001/02.

Copies of both Advance Letters will be mailed to NHS Finance and HR Directors w/c 12/3/01.


2. Cost of Living Supplements for Qualified Nurses in London and parts of the South of England.

Further guidance on Cost of Living Supplements (COLS) for qualified Nurses and other qualified staff within the remit of the NPRB is attached. The Guidance explains eligibility and funding arrangements for COLS. NHS Trusts should make arrangements for eligible staff to be paid these supplements with effect from April 2001 salaries. This guidance is directed particularly at eligible NHS Trusts and Health Authorities in London and the South of England.

3. The Race Relations (Amendment) Act

Neil McKay wrote to all NHS Chief Executives at the end of January about the Race Relations (Amendment) Act. The Home Office has now launched a consultation on some key aspects of the Act. The consultation invites comments in particular about the specific duties that will be imposed on public authorities as part of their statutory duty to promote race equality and about the list of bodies that will be covered by different parts of the legislation. The Home Office consultation paper also explains much of the background to the legislation. The closing date for comments is 15th May 2001. The text of the consultation paper is available at www.doh.gov.uk/race_equality.

Chief Executives are asked:

  • to ensure that Boards consider the approaches to implementing the RR(A) that the Home Office has proposed, in particular the proposed specific duties;


  • to contribute to the consultation as they consider most useful by responding directly to the Home Office;


  • to ensure that any contributions to the consultation are copied to their Regional Office, all of which have an ethnic minority health lead.

4. Mental Health NSF/NHS PLAN Implementation - Community Representation and Appointment of Consultant Advisers

Louis Appleby, the National Director for Mental Health, and Antony Sheehan, Joint Head of the Mental Health Services Branch, have written to Regional Mental Health Leads about the appointment of a consultant advisor. The advisor will work with Local Implementation Leads to engage consultant psychiatrists in local service development. (Time envisaged is approximately one day per week).

The letter also asks LITs to ensure that the membership properly reflects that of its local community and that, where appropriate, the LIT includes ethnic minority representation.

5. LAC(2001)8 Social Care for Deafblind Children and Adults

Guidance is issued under Section 7 of the Local Authority Social Services Act 1970. It responds to concerns highlighted by the Department of Health's recent deafblindness consultation exercise.

At least 40 people per 100,000 are deafblind. Many are not known to their local social services authority. Of those who are in contact with social services, not all are identified as having dual sensory impairments nor are they in receipt of appropriate services. This applies to both adults and children.

The Guidance is of relevance to all local social services staff, including those who provide services under contract to the local social services authority.

6. SAFETY NOTICE - MDA SN2001(05) Product Recall: Boots Therapy Intrasound Unit, item code 38-08-920

This Safety Notice was issued on 2 March to NHS Trust, Primary Care Trust and Health Authority Chief Executives and Directors of Social Services Departments. As usual it was also issued to Liaison Officers of Trusts and Health Authorities for action and for onward distribution as specified in the Notice.

7. LAC(2001)7 SOCIAL SERVICES TRAINING SUPPORT PROGRAMME: 2001/2002

This circular sets out the arrangements for the Social Services Training Support Programme (TSP).

Councils are asked to draw up their local training plans and to submit their TSP Application Forms (which should be linked to these plans) to the Department by 27 April 2001. A further copy of the Information Pack will be available on the Department of Health's Website under www.doh.gov.uk/scg/training.htm w/c 12/3/01.

8. Use of Internet for reporting of Social Services data for 2000-2001 to DH

The list of statistical returns that DH will be asking Councils with Social Services responsibilities to complete for the year 2000 - 2001 and the timetable for return has been placed on the Department's website at www.doh.gov.uk/public/pss2001ret.htm A copy has also been sent to information contacts within each authority. The majority of returns, including the Key Statistics return are due for return by 31 May 2001.


9. Reporting of data electronically

The reporting of Social Services statistics to DH via paper returns is cumbersome and inefficient for everyone concerned. Validation of data is generally not easy with paper returns, and this is a particular problem with data extractions of the kind required for some of the larger and more complex datasets. DH are therefore introducing this year a new set of "electronic options" for the reporting of Social Services data. These are:

  1. A new Internet Data Collection (IDC) Facility;
  2. Interactive EXCEL spreadsheets;
  3. Disk;
  4. Word document.

The electronic forms are the same as the paper ones - this will enable LAs who have already set up download facilities for their forms to take full advantage of the new methods.

We will be writing to Information contacts to let them know how the new Internet Data Collection (IDC) facility works. If you are interested, the details will be given under "Developments in Statistical Collections" on the DH Home Page of Internet at http://www.doh.gov.uk/lettertolasmarch2001.htm

We very much hope that most LAs will make use of this new facility, as it will help speed up the collection and analysis and therefore feedback of data to local authorities.
