1. Diabetes National Service Framework - delivery strategy

The National Service Framework for Diabetes: Delivery Strategy was published today. It outlines a change programme - starting from April 2003 - to deliver diabetes services.

2. Medical devices agency notices

3. Changes to the way topics are selected for examination by NICE

Changes to the way topics are selected for examination by the National Institute for Clinical Excellence, (NICE) were announced at the NICE Conference on 4 December. The changes follow widespread consultation. Further details can be found at www.doh.gov.uk/nice/consultation2002.

NHS interest

4. Cancer service investment tracking exercise

The Government has committed to investing £570m per annum more on cancer services in 2003/04 than in 2000/01.

To address confusion and concern about how much has been invested, ministers and Nigel Crisp have requested an exceptional exercise to track investment in cancer services and the new service developments funded in 2001/02 and 2002/03.

5. Department of Health’s Gateway controls and information reader box

Chief executives are asked to inform staff of the Department of Health’s Gateway controls and the launch of the information reader box (IRB).

All future communications/collections of data from the DH (with certain exceptions) must carry an IRB displaying a unique reference number allocated by the Gateway team and/or Review of Central Returns (ROCR) steering committee.

Any relevant central communication/return without an IRB and reference number is likely to be unauthorised and can be legitimately ignored.

6. European Working Time Directive (EWTD)

HSC 2003/001 on implementing the EWTD for doctors in training was published last week. The guidance explains the need for urgent action by the NHS to prepare for meeting the requirements of the EWTD. These will apply to doctors in training from August 2004.

7. Medical devices agency notices

8. Distinction awards A+

The arrangements for A+ awards require input from regional awards committees. CEs are asked to help identify any consultants who meet the criteria for consideration in the next round.

Process and eligibility issues are described in the Guide to the NHS Consultants’ Distinction Award Scheme at www.doh.gov.uk/acda/index.htm

Completed CVQs and citations should be sent to Siobhan Guascone in 531B Skipton House, 80 London Road, London SE1 6LH by 14 February 2003 so they can be processed in time to meet the ACDA award deadline of 31 March 2003.

Social care interest

9. Improving information management grant 2002/03

A local authority circular on the improving information management grant can be found at www.doh.gov.uk/scg/infsoc/infsocnew.htm

Due to the delay in issuing the grant conditions, there is a change to the carry over limits. For those councils with a three-star rating, an unlimited amount of the total grant allocated may be carried forward to 2003/04. For other councils, up to 50 per cent of the total grant allocated may be carried forward to 2003/04. The funds carried over will continue to be ring-fenced for the purposes of the grant in 2003/04.

10. Mental health grant guidance

All councils with social services responsibility (CSSRs) are asked to look at the mental health grant guidance for the next financial year (2003/04). Mental Health Grant Guidance 2003-04 is available on the COIN database

The document includes forms that need to be filled in and returned, new grant allocations, terms and conditions and details of payments.
