1. Register of surplus public sector land (Gateway
reference 2551)
The Treasury and the Office of the Deputy Prime Minister have set up a
register of surplus public sector land which ministers agree should include
NHS land. Public bodies, including the NHS, have 40 days in which to express
an interest and any transfers must be at market value. After this period

2. Handling Major Incidents - An Operational Doctrine
(Gateway reference 2287)
The Department of Health published the above on 7 January. This builds
on current guidance by setting out general principles to help the NHS
develop its existing emergency plans to respond to new potential threats
and reflects various structural and organisational changes over the past
few years. Publication of this doctrine may have implications for existing

3. New suspensions framework for doctors and dentists (Gateway
reference 2196)
Issued under HSC 2003/012, the Department of Health has published a new
framework to help NHS employers deal with suspensions of doctors and dentists
more efficiently.

4. Accountability of adult placement schemes: consultation

On 23 December 2003, the Department of Health published a consultation
document setting out proposals to move the focus of regulation from adult
placement carers to adult placement schemes. The

9. e-Government interoperability framework (e-GIF)

It is mandatory for all public sector bodies to implement the standards
set out in the e-Government interoperability framework. Chief executives
are deemed responsible for compliance of their individual organisations.

10. NHS Professionals - establishment of a new special
health authority (Gateway reference 2574)
A memo and presentation from the NHS Professionals chief executive Carmel
Flatley has been sent to all NHS Professional host employers. A draft
example of the TUPE consultation presentation may be used to launch the
local consultation process for all staff affected by the establishment
of the NHS Professionals Special Health Authority.

11. The abolition of residential allowance (Gateway
reference 2578)
A payment of 50 per cent of the indicative allocations (appendix B of
the summary report) for the residential allowance grant for 2003-04 has
been made to councils. Final allocations have not yet been confirmed.

12. NHS takes over lead on Working Time Directive
implementation for junior doctors in training (Gateway reference 2584)
The WTD Delivery Board, co-chaired by David Moss, CE of Southampton University
Hospitals Trust, and Christine Outram, CE of the North Central London
strategic health authority, met for the first time on December 11. More
