Information about the Chief Executives' Bulletin.

The Chief Executive Bulletin is sent to NHS and Council Chief Executives and Directors of Social Services. It is e-mailed weekly on a Thursday and placed on the Department of Health's website at http://www.doh.gov.uk/cebulletin.htm

It is part of a general review by the Department of Health (DH) of all its communications with NHS and Social Services audiences which will mean some changes not only in what we send out but how we send it. From now on the main changes are:

  • the number of circulars (HSCs, LACs, LASSLs) will be greatly reduced and used only for urgent and high priority messages. These will be published on the DH internet and NHSnet websites and chief executives will be notified directly by e-mail on the day of publication.

  • all other material which is for information or good practice will be published on the DH internet and NHSnet websites.

The chief executives Bulletin will tell you of all circulars and other material published, where to find them and whether hard copies have been mailed.

You can either print copies from the website or order items appearing in the Bulletin from the Responseline 08701 555 455, unless individual items give alternative arrangements.

In the short term we will continue to send hard copy versions to those without access to e-mail but we intend to move quickly to electronic systems. If you have an e-mail address but have only received a paper copy of this bulletin, send an e-mail to: email-addresses@doh.gsi.gov.uk to be added to the electronic distribution list.

This marks the beginning of a change towards electronic format becoming the principle form of communication. As we make changes over the coming weeks we hope it will not only reduce the amount of material we send out but that it will improve your and your colleagues' access to information when you want it.

MISC (2000)17: The Health Development Agency (Establishment and Constitution) Order 1999 and The Health Development Agency Regulations 1999

You will be aware that the White Paper, Saving Lives: Our Healthier Nation, announced the Government's intention to replace the Health Education Authority with a new Health Development Agency (HDA) early in 2000. The HDA will be a statutory body with the status of a special health authority. The HDA will have four core functions research - to establish robust evidence on what works in public health standards - to advise on the development of standards for public health programmes dissemination and communication of the evidence base and improved access to public health information developing capacity and capability of organisations and the public health workforce to improve health.

MISC (2000)19: Modernising NHS Hearing Aid Services

9/3/2000 - A document sent out to Chief Executives on 9 March 2000 invites NHS Trusts to apply to participate in the scheme to modernise NHS hearing aid services. £4m in 2000/2001 has been made available and it is anticipated that at least 20 hearing aid departments will be involved.

Hearing services departments are invited to put forward outline proposals using the application form set out in the document.

Applications, endorsed by Chief Executives from the NHS Trust, Health Authority, Primary Care Groups/Trust and appropriate Council director should be made on the enclosed form and returned by 7 April 2000.

Commissioning of High Security Psychiatric Services from 1 April 2000

The NHS (Functions of Health Authority and Administration Arrangements) Regulations 2000 will come into force on 1 April 2000. The Regulations delegate the responsibility for commissioning of High Security Psychiatric Services (HSPS) from the Secretary of State for Health to HAs. They allow HAs to commission HSPS from the three Special Hospital Authorities (Broadmoor, Rampton and Ashworth) and approved NHS trusts, but exclude such arrangements with other bodies including independent sector or voluntary organisations. Increase in refund limit for prescription charges and prescription prepayment certificate (PPC) fees.

Health Authorities are currently able to authorise refunds of prescription charges and PPC fees up to a maximum of £85.00 without referring to the Department of Health. From 1st April 2000, the limit will be raised to a maximum of £120.00.

Health Authorities are reminded that refunds of prescription charges and PPC fees can only be made if the appropriate conditions are met. More information about PPC's can be found in leaflet HC11 for patients and leaflet HC13 for advisors, the PPC application form FP95 or by ringing 020 7 210 5924.

Social Services Interest

LAC (2000)1: Community Care (Direct Payments) Amendment Regulations 2000

7/3/2000 - The Community Care (Direct Payments) Amendment Regulations came into force on 1st February 2000. Enclosed with this circular are copies of the Community Care (Direct Payments) Amendment Regulations 2000 (for Directors of Social Services only) and copies of the policy and practice guidance on direct payments.

LAC (2000)4: social services training support programme: 2000/2001

1. This circular sets out the arrangements for the Social Services Training Support Programme (TSP).

Action

2. Authorities are required to draw up their local training plans and to submit their annual training target plans, based on these plans, to the Department by 28 April 2000. Full details of all the Programmes within TSP this year, plus all the relevant Application and Payment Forms, can be found in the Information Pack that accompanies this Circular. The Information Pack can be found on the Department of Health's Website under http://www.doh.gov.uk/scg/training.htm

Teenagers to work initiative

9/3/2000 - The project is essentially a simple one - building on the concept of the National Take Your Daughters to Work Day, the Department Of Health's Quality Protects Team have developed the project to give Looked After Children a positive one day's work experience. The day will be launched on 19th April and the actual work experience can take place any time in April.
