NHS interest

1. The Public Health Laboratory Service: Contracts For Services
NHS Trusts are asked:

  • to review their 2000/01 contracts with the Public Health Laboratory Service (PHLS) in the light of the advice below;

  • to send any comments they may have on the proposals for improving future commissioning relationships.

Summary

I would like to inform you about:

(a) the outcome of a financial review of the PHLS undertaken in 1999;

(b) how the various recommendations are being taken forward in both the short and medium term;

(c) how the recommendations affect the relationship between the PHLS and NHS Trusts; and

(d) how we might improve that relationship to the benefit of both parties.

2. Implementing Electronic Booking Systems

Work is beginning on the implementation of electronic booking systems. This work ties in with the Update of Information for Health which is due for Autumn publication.

1. The targets set by the NHS Plan for booking are:

(a) by 31 March 2004, 2/3 of all patients will be booked from GP to hospital outpatients and from hospital outpatients to day cases or elective inpatients;

(b) 100% of patients will be booked by 31 December 2005;

2. We need to make progress on the IT developments that will underpin the further rapid expansion of booked admissions and for inpatient booking to meet these targets utilising the infrastructure being put in place nationally and locally.

3. Two strands are being addressed quickly:

  • Commissioning the Strategic Outline Case (SOC) for accelerated development of information systems to support booked admissions. This is a priority for Booked Admissions Programme funding. The SOC will look at the strategic options - from a single national computer system to approval of a limited number of suppliers of schedulers to agreed national standards - and come up with recommendations. The SOC should be completed by February. An implementation plan will be developed following completion of the SOC is due to be finished by the end of March 2001.

  • PAS upgrade Any Trust, HA etc who is currently in the process of purchasing or upgrading a PAS should ensure that the specification includes the capability of supporting booking in due course. Clearly the details can only be worked out after the SOC is completed.

3. NHS HR/Payroll System Project
The procurement project for a national integrated HR/payroll system has reached the stage where there are two possible suppliers/systems remaining under consideration.

NHS Trusts and Health Authorities are now being invited to submit initial expressions of interest in becoming "test" or "pilot" sites.

4. HR Directors' Bulletin
This is the first issue of a new electronic HR Directors' Bulletin. It aims to keep HR Directors and other staff up to date with developments at the Centre. It will be e-mailed to HR Directors every fortnight and will also be available on http://www.doh.gov.uk/hrbulletin/index.htm
