ARRANGEMENTS FOR THE FUTURE SUPPLY AND REIMBURSEMENT OF GENERIC MEDICINES FOR THE NHS CONSULTATION DOCUMENT


Generic medicines (medicines marketed without a brand name) account for nearly 52% by volume of all prescriptions dispensed in the community. The net ingredient cost (NIC) in 2001-02 amounted to some £1 billion.

The prices of generic medicines are not controlled by the Pharmaceutical Price Regulation Scheme. Up to mid-2000 the NHS relied on competition in the market and incentives on community pharmacists to buy more cheaply than the headline price at which they are reimbursed to deliver stable supply and value for money. Following turbulence in the generics market in 1999 the Government put in place a statutory maximum price scheme covering the main generics used in the community in August 2000. The Government also commissioned a fundamental review of the generics market with the aim of evaluating existing supply and reimbursement arrangements and developing possible alternatives for the longer term.

On 23 July 2001 the Government issued its proposals for the longer term for discussion with interested parties and simultaneously consulted on a review of the maximum price scheme.

 
On 20th December 2001, the Health Service Medicines (Information on the Prices of Specified Generic Medicines) Regulations 2001 come into force.  The immediate effects of this new legislation are outlined in Mike Brownlee's letter of 20th December 2001.

The present maximum price scheme

Following the consultations below The Health Service Medicines(Control of Prices of Specified generic Medicines) Regulations 2000 were laid before parliament on 6th July 2000.
